Title: Chief Financial Officer

The Chief Financial Officer (CFO) of the Moapa Band of Paiutes oversees daily financial activities and operations of the tribal government and provides direction and supervision over the Tribe’s Finance Department. The CFO develops policies and procedures relating to financial and budget activities, establishes and enforces internal financial controls, maintains tribal books of record and cash balances, and ensures compliance with all applicable legal requirements and generally accepted accounting principles. The CFO is responsible for keeping the Tribal Council apprised of the ongoing financial position of the Tribe, its economic development projects, its governmental programs, and for providing strategic leadership for the company by working with the Administration to establish long-range goals, strategies, plans and policies to ensure the Tribe’s finances.

  • Directs the day-to-day operations of the Finance Department to ensure highest levels of accountability, transparency communication and performance.
  • Creates, coordinates, and evaluates the financial program and supporting information systems of the Tribe, oversees and directs budgeting, internal and external audits, tax, accounting, purchasing, long-rage forecasting, and insurance activities for the Tribe.
  • Oversees tribal payroll, benefits accounting, revenue accounting, cash receipts, accounts receivable, account payable, inventory, cost of goods sold, fixed asset accounting, general ledger analysis and reconciliation.
  • Manages Tribe’s banking relationships and daily banking transactions including: cash management, debt payments, management of bank notes, reconciliation, and reimbursement of accounts.
  • Directs and coordinates the annual budgeting process and coordinates periodic review and analysis of budgets of all tribal departments and programs and expenditures.
  • Evaluates and advises Tribal Council and Administration with regard to department budgets, and issues periodic reports on the Tribe’s financial stability, liquidity, and growth.
  • Manages tribal fiscal records to ensure accessibility and protection of financial information.
  • Ensures compliance with all applicable taxes; assists in and oversees tax-return preparations.
  • Oversees the approval and processing of revenue, expenditure, and position control documents, department budgets, ledgers, fund account maintenance, and date entry.
  • Provides leadership and advice to Tribal Council and Administration on strategic financial planning, investments, and forecasts business growth and economic outlooks.
  • Interacts with Tribal Council and Administration to provide planning support through financial analysis, reports, and financial recommendations.
  • Consults with administration and coordination of MBOP financial and regulatory activities and reporting.
  • Provides financial analysis as requested by Tribal Council and Administration.
  • Advises Tribal Council and Administration on all monthly and annual financial reports.
  • Attends Tribal Council meetings as directed to provide reports and respond to questions on Tribes’ financial performance.
  • Reports to Tribal Council and Administration on compliance with all applicable tribal, state and federal regulation and gaming regulations.
  • Works with the Administration and Directors to ensure open communication between departments.
  • Tracks developments in federal and state legislation applicable to tribal government.
  • Provides confidential, accurate and timely verbal and written reports to the Tribal Council, Administration, and department directors.
  • Assist the Tribal Council in development of policies and ordinances.
  • Develop and implement finance, accounting, billing, and auditing procedures.
  • Plan, develop, organize, implement, direct and evaluate the organization’s fiscal function and performance. Maintain an accurate accounting of Tribal finances and records
  • Enhance and/or develop, implement and enforce policies and procedures of the organization by way of systems that will improve the overall operation and effectiveness of the corporation.
  • Continual improvement of the budgeting process through training department managers on financial issues impacting their budgets.
  • Provide strategic financial input and leadership on decision making issues affecting the organization.
  • Develop a reliable cash flow projection process and reporting mechanism which includes minimum cash threshold to meet operating needs.
  • Evaluate the Moapa Band of Paiutes Business Enterprises finances and plan for continual improvement of the efficiency and effectiveness of the Enterprises.
  • Train, develop, evaluate the Finance Department staff to ensure performance standards
  • Perform related duties as required or assigned by the Tribal Administrator, Director of Business Enterprises, or Tribal Chairperson.
  • Attend special council meetings, general council meetings, annual council meetings, meetings requested by Tribal Council, and regular tribal staff meetings.
  • Other duties, as assigned.

· Experience with grants management required.
· Must possess proven management and supervisory skills.
· Bachelor’s or Master’s Degree in Business Administration or Finance; CPA preferred.
· 10 years of financial and accounting experience, working as an accountant in Controller or CFO positions.
· Excellent knowledge of budgets, financial and strategic planning and analysis.
· Experience supervising employees.
· Must be willing to work some evenings and weekends.
· Must be willing to travel as required.
· Must possess a valid Driver License.
· Must be insurable through tribal insurance.
· Must pass a pre-employment background check.
· Must pass a pre-employment alcohol/drug screening.

· Three years of experience working with fund accounting.
