The Financial Management Bureau performs fiscal, and oversight related to budget, grants, treasury, general ledger, accounts payable, account receivable and procurement in support of DWS’s mission.
Why does the job exist?
The Chief Financial Officer is responsible for overseeing the financial management and accountability of the Department of Workforce Solutions (DWS). The role ensures that the department’s revenues and budget are managed in accordance with the Department of Finance Administration standards, federal requirements, and departmental policies. This includes monitoring financial activities, analyzing financial statements and reports, and supervising divisional operations.
How does it get done?
The Chief Financial Officer (CFO) is responsible for directing the daily functions of the Budget and Grant Division, Procurement Division, Finance and Accounting, and Accounts Payable/Accounts Receivable. This role ensures that financial activities are carried out effectively, in full compliance with regulations, and in support of the department’s long-term objectives. In partnership with the agency head and ASD Division Director, the CFO leads the preparation of the annual budget proposal and operating plans, tracks and evaluates monthly budget performance, oversees federal grant administration and internal audit functions, and guarantees compliance with both state and federal requirements.

As part of the Administrative Services Division, the Financial Management Bureau (FMB) provides support to all other divisions within the Department in the areas of finance, budgeting, grants management, and accounting/reporting.

Minimum Qualification
Bachelor’s Degree in Business Administration, Accounting, Finance, or Auditing and five (5) years of experience in Accounting, Business Administration, Public Administration, Finance, or Auditing; to include one (1) year of experience with PeopleSoft: Oracle Financials or similar software system; and to include (2) years of managerial or supervisory experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling nine (9) years may substitute for the required education and experience. A hiring agency may designate a portion of the required experience to include federal grant and/or special revenue experience to be identified at the time of recruitment.
Employment Requirements
Must possess and maintain a valid Driver’s License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment. Must be able to pass a background check.
Working Conditions
Office setting with face to face interaction with clients is a must. Sitting for long periods of time viewing computer monitor. Repetitive hand movement. Standing, walking, lifting up to 25 Ibs. This position is not covered by a collective bargaining agreement and all terms/conditions of that agreement apply and must be adhered to.
