Description GENERAL DESCRIPTION: Reporting to the Chief Executive Officer (CEO) of Peninsula Family Service, the Chief Financial Officer (CFO) is a key member of the executive leadership team. The CFO is responsible for leading all financial and administrative support functions. The CFO oversees the Finance Team, collaborates with advancement and program management, manages relationships with external vendors, and ensures effective information management systems. This is a broad leadership role requiring excellent financial management and communication skills. JOB CLASSIFICATION: Exempt / Full Time REPORTS TO: Chief Executive Officer (CEO) DIRECT REPORTS: Controller, Finance Staff of 5 DUTIES & RESPONSIBILITIES: Develop and lead the Finance Team in delivering cost-effective, responsive, accurate, and timely services. Oversee essential accounting, reporting, and budgeting functions for the organization. Drive financial planning, analysis, reporting, auditing (internal and external), budgeting, and compliance processes. Oversee tax, audit, risk management, and administrative functions. Manage and monitor revenue, expenses, and cash flow to ensure financial sustainability. Participate in strategic planning with senior management; develop financial policies and operating structures to advance organizational goals. Ensure compliance with Head Start Program Performance Standards, OMB Uniform Guidance, and other funding requirements. Staff the Finance, Endowment, and Audit Committees of the Board of Directors. Manage relationships with IT consultants, auditors, investment managers, and other key vendors. Provide executive-level leadership to assigned program directors, including monitoring service quality, budget compliance, contract performance, and departmental goals. Lead, coach, and support professional development of direct reports. Perform other duties as assigned by the CEO. QUALIFICATIONS: 10+ years relevant financial experience, including at least five years in supervision and management. Certified Public Accountant (CPA) required or a baccalaureate degree in accounting, business, fiscal management, or related field, in compliance with 45 CFR §1302.91(c) fiscal officer requirements. MBA, MPA, or other advanced degrees preferred. Demonstrated knowledge of financial management requirements for complex nonprofit organizations, including federal funding and Head Start fiscal compliance. Impeccable ethics, high credibility, and commitment to excellence. Strong skills in presenting financial reports to the Board Expertise in financial planning, budgeting, forecasting, audit management, and compliance. Proven leadership in team development, collaboration, and problem-solving. Ability to thrive in an environment of shifting priorities, growth, and innovation. Outstanding written, verbal, and interpersonal communication skills. Excellent analytical, project management, and organizational abilities. COMPETENCIES (per 45 CFR §1302.91(a)): The CFO must demonstrate sufficient knowledge, training, and experience to: Fulfill all fiscal and leadership responsibilities of the position. Ensure high-quality financial and administrative service delivery across the organization. Maintain compliance with federal, state, and local regulations, including Head Start requirements. Provide ongoing training, coaching, and professional development to Finance Team members and other staff to ensure strong financial stewardship. Promote organizational accountability, transparency, and continuous improvement in fiscal operations.
