JOB SUMMARY

Job Summary:
This position serves as the Minnesota State Retirement System (MSRS) Chief Financial Officer, providing strategic leadership over the accounting, financial reporting and contracting programs of the agency. The areas of oversight include managing public pension accounting, annual financial reporting, budgeting, risk management, internal controls, tax compliance, and contract administration. This position is part of the executive management team acting as a strategic business partner with other members of the team. The position acts as the Retirement Systems of Minnesota Facility Manager working directly with the Facilities Management Committee by directing the management of the building jointly owned by MSRS, Public Employees Retirement Association (PERA) and Teachers Retirement Association (TRA).

Responsibilities include:

  • Collaborate with the executive management team in formulating strategic goals.
  • Develop and manage the budget process to secure timely funding to pay retirement benefits, general fund appropriations, and special financing necessary to improve the funded status of any defined benefit retirement plans.
  • Manage and provide strategic oversight over the operational programs within the finance division which include: Accounting, Contracting, and Financial Reporting work units.
  • Lead the execution of large organization-wide initiatives and projects, while promoting agency-wide collaboration and maintaining effective working relationships with the MSRS Board of Directors and staff.
  • Oversee all aspects of financial reporting functions, including external financial and internal audits, internal audit, the public exchange of financial information, and certifications to other Minnesota state agencies.

MINIMUM QUALIFICATIONS:

Five (5) years* of leadership or supervisory/managerial experience within the last ten (10) years that includes development and management of financial policy, financial reporting, budgeting, funding strategy, revenue/cost-forecasting, risk management, and internal controls.

  • A bachelor’s degree in accounting, finance, business management, public administration or policy, economics or other closely related field as determined by the agency may substitute for one (1) year of experience; a master’s degree in a closely related field may substitute for eighteen (18) months.

Applicants that meet the above minimum qualification will be further evaluated on the following:

  • Extensive knowledge of governmental Generally Accepted Accounting Principles (GAAP) and applications; Governmental Accounting Standards (GASB), risk management, and internal control principles, budgeting, auditing, program management, financial reporting principles, contract management practices, strategic planning concepts and methods, and knowledge of Annual Comprehensive Financial Report (ACFR) preparation.
  • Ability to develop and define a strategic plan, annual agency goals, and the overall strategy to achieve them.
  • Ability to interpret policies, regulations, and contracts to adapt, apply, and enforce them.
  • Leadership ability to plan, organize, supervise, and coordinate programs and personnel, measure progress, evaluate results, and initiate improvements.
  • Interpersonal skills to maintain integrity and trust, and build effective working relationships with managers, supervisors, employees, customers, and peers.
  • Communication and presentation skills sufficient to prepare informative presentations to the MSRS Board of Directors and the executive team.

PREFERRED QUALIFICATIONS:

  • Master’s Degree in Accounting, Finance, Economics or Business Administration.
  • Certified Public Accountant, Certified Public Finance Officer, or similar professional certification (e.g., Certified Government Financial Manager, Certified Internal Auditor).
  • Knowledge of public pension retirement plan design, function and administration; actuarial principles, methods and assumptions.
  • Experience working with the Statewide Integrated Financial Tools (SWIFT) or similar system.
