The Early Childhood Education and Care Department was established on July 1, 2020. The Department’s aim is to create a more cohesive, equitable, and effective early childhood system in New Mexico. That means coordinating a continuum of programs from prenatal to five and ensuring that families in every corner of the state can access the services they need.

Why does the job exist?
The Chief Information Officer (CIO) provides leadership, vision, and strategic planning in the management of personnel, budgets and programs for all areas of information systems and technology in support of the Early Childhood Care and Education Department’s (ECECD) mission and business services. The CIO acts as a bridge between technical and program teams, fostering collaboration, and understanding internal and external customer needs to ensure that technology solutions meet those needs. This position is critical to ensuring accessible, reliable and secure systems to enable communication among and between employees and external stakeholders, and secure and compliant file storage, knowledge management, and data systems.
How does it get done?
The CIO oversees all areas of information systems and technology, including innovation, policy, planning, design, integration, delivery, evaluation, security, compliance, incident response and continuity of operations. This position ensures the completion of work within established schedules, budgetary limits, and design constraints, while making critical decisions related to analysis, design, and testing. It involves solving complex technical problems and developing alternative methods to achieve goals when necessary. The position also requires directing and managing strategic relationships both within and outside the organization, maintaining a high level of interaction and collaboration with clients and peers across various agencies. Additionally, the position encompasses general management responsibilities across functional areas such as Infrastructure Services, Data Services, Application Services, Project Management, Business Analysis, Security, Compliance, and Budgetary Planning and Financial Analysis. It provides strategic direction for multiple business and technical domains, creates and executes strategic plans of significant complexity and scope, sets long-range goals, and makes high-level decisions. The role also includes proposing and overseeing the implementation of major programmatic changes and establishing policies as needed.

Minimum Qualification
Bachelor’s Degree in Computer Science, Management Information Systems (MIS), Information Technology, Engineering, or similar technical degree and eight (8) years of experience in at least two (2) of the following areas: Applications Development, IT Architecture, Data Management, Network Administration, Project Management, IT Security/Compliance, or Systems Administration. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling twelve (12) years may substitute for the required education and experience. At least four (4) years leading an IT team.
Employment Requirements
Must possess and maintain a valid Driver’s License. Pre-employment background investigation is required and is conditional pending results.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending, and reaching may be required. Some direct client interaction may be required. State-wide travel will be required.
