JOB DESCRIPTION
The Department of Sustainable Delivery (DSD) is a new division within the NYC Department of Transportation (DOT), launched in 2025 to respond to the rapid growth of app-based delivery and the widespread use of electric micromobility devices on city streets. As these vehicles become more common for both personal and commercial use, DSD is responsible for ensuring they are used safely, legally, and in ways that support the City’s broader transportation and climate goals. DSD employs a multifaceted approach combining data analytics, policy, enforcement, education, and industry oversight to reduce crashes and conflicts on city streets. Its mission is to bring structure, clarity, and safety to the city’s evolving micromobility landscape, ensuring these vehicles are integrated responsibly into the urban environment.
DOT is seeking an operationally minded Director of Enforcement to lead the creation and implementation of a new enforcement unit within DSD. This role will be responsible for standing up the unit from the ground up including recruitment, training, infrastructure, and compliance. The Director will play a pivotal role in establishing a new enforcement team that advances street safety through education and responsible enforcement of behaviors that impact pedestrians, cyclists, and micromobility users.
The Director of Enforcement will lead the creation of a new enforcement unit within DSD. Responsibilities include supporting the launch of a training academy for new enforcement officers, developing training curricula, and coordinating access to training facilities. The Director will support the recruitment and hiring for officers and their supervisors, implement a recruitment strategy, and work with relevant DOT units to establish operational spaces for the enforcement team. They will determine the need for contractual services and work with the Agency Chief Contracting Officer to define the scope of such services, and to select and evaluate appropriate vendors. The Director will also manage compliance with New York State Peace Officer requirements and coordinate with the NYPD and other enforcement agencies as needed to ensure consistent communication and alignment on relevant enforcement policies and procedures, among other duties.
MINIMUM QUALIFICATIONS

Knowledge of NYC government and transportation issues extensive experience in enforcement operations, public safety, or law enforcement program development, particularly within municipal or state government excellent communication (oral and written), presentation, and organizational skills strong project management skills and ability to build new programs from the ground up experience coordinating with city agencies, facilities teams, and operational vendors demonstrated leadership and staff management skills familiarity with NYS Peace Officer training standards, public sector training design, or academy development is a plus.
