Opening Date January 24, 2026 Closing Date January 22, 2026 Job Requisition Number JR100629 CHIEF OF OPERATIONS MANAGEMENT (DCYF) (Open) Pay Grade C00136 A Classification Chief of Operations Management (DCYF) Class Definition GENERAL STATEMENT OF DUTIES: Within the Department of Children, Youth and Families (DCYF), to assist in planning, development and implementation of a comprehensive agency operations management program; to be responsible for the development and implementation of a variety of agency operations, activities and initiatives; to perform specialized duties in the area of safety inspections, including the promotion of safety and health measures to ensure compliance with acceptable safety standards governed by state occupational safety laws; and to do related work as required. SUPERVISION RECEIVED: Works under the direction of the Chief of Staff with considerable latitude for the exercise of initiative and independent judgement; work is subject to review through conferences and reports for effectiveness and program results. SUPERVISION EXERCISED: Plans, organizes, assigns, supervises and reviews work of professional, technical and clerical staff. ILLUSTRATIVE EXAMPLES OF WORK PERFORMED: Within the Department of Children, Youth and Families (DCYF), to assist in planning, development and implementation of a comprehensive agency operations management program; to be responsible for the development and implementation of a variety of agency operations, activities and initiatives; to perform specialized duties in the area of safety inspections, including the promotion of safety and health measures to ensure compliance with acceptable safety standards governed by state occupational safety laws To be the primary contact for building and facilities matters for employees, vendors and customers. To be responsible for administration of emergency management systems, and oversee operations, security, and front desk management functions. To serve as an agency liaison with providers and landlords to ensure property and building maintenance projects are coordinated and completed. To actively manage and coordinate space planning and utilization. To perform specialized duties in the area of safety inspections, including the promotion of safety and health measures to ensure compliance with acceptable safety standards governed by state occupational safety laws. To act as a liaison to law enforcement, first responders, and community partners for routine and emergency needs. To serve as the Department’s Disaster Plan Manager on all physical aspects ensuring buildings are protected and that staff is secure and safe during any unforeseen manufactured or natural events. To be responsible for creating, updating, and administering all appropriate operational plans for the department and serve as the Continuity of Operations Plan designee in conjunction with the State of Rhode Island’s Emergency Management Agency by coordinating actions with essential functions of the State government in case of a disaster event. To provide direction, in coordination with appropriate department heads and staff members, for the development and implementation of various risk management programs pertaining to employees and staff members as well as address issues and topics related to risk prevention, mitigation for agency accreditation. To serve as the agency’s single point of contact for the planning and coordination of risk management activities and agency fleet operations. Assist in advising agency budget staff on planned activities to include: short, mid, and long-term goals and objectives, policies, and procedures. Make formal recommendations for changes and improvements to existing building, facility, and operational policies and procedures. To organize the development and implementation of comprehensive Health and Safety Committees. To design reporting forms and implement procedures for work-related injuries and illnesses, as well as occupational health and safety violations. To do related work as required. REQUIRED QUALIFICATIONS FOR APPOINTMENT: KNOWLEDGES, SKILLS AND CAPACITIES: A knowledge of relevant building related laws, regulations, and codes; excellent project management skills. ability to read blueprints and work with space planning software; experience working with architects, engineers, and trades, especially in renovation and HVAC applications, excellent communication and customer service skills; strong critical thinking and problem-solving skills; Experience managing and motivating a small team and effecting change within an organization. Proficient technology skills to learn and operate cloud-based building management systems (HVAC, BMS, alarms), utilize internet access, emails, Microsoft Word, Excel, Teams, and PowerPoint. Use of personal vehicle, valid driver’s license, and proof of insurance is required. Position requires an in-person presence on a daily basis during office hours and ability to be on-call 24 hours for significant events or emergencies; and related capacities and abilities. EDUCATION AND EXPERIENCE: Education: Possession of a Master’s degree in Business Administration, Public Administration, or a closely related field; and Experience: A minimum of five (5) years of experience as an office building manager, maintenance director, facilities director, superintendent and/or employment in a responsible position performing technical work in various risk management programs and activities. Or, any combination of education and experience that shall be substantially equivalent to the above education and experience. A resume is required.
