About DVS
The mission of the Department of Veterans’ Services is to connect, mobilize, and empower New York
City’s Veteran Community in order to foster purpose-driven lives for New York City Service Members
– past and present – in addition to their caregivers, survivors, and families. DVS fulfills this
mission by providing New York City’s approximately 200,000 Veterans with essential services and
programs focused on pivotal areas such as economic empowerment, housing security, benefits, health
and wellness, and culture.
About the Role
The Department of Veterans’ Services is seeking an experienced senior executive to serve as Chief
of Staff; this individual will report directly to the Commissioner and work closely with the Deputy
Commissioner. This role will serve as a lead coordinator for agency executive/senior staff and will
provide managerial support and strategic guidance concerning the design, implementation and
oversight with respect to DVS’ current major programs and new initiatives. The Chief of Staff will
have considerable latitude for exercising independent initiative, judgment, and decision-making,
and will perform complex professional managerial work in implementing a comprehensive array of new

major programs and activities for high-level DVS priorities and initiatives.

  • Representing the Commissioner and operationalizing their vision in working with internal DVS

executive/senior staff, City Hall and other external City agencies, and external stakeholders, to

meet DVS strategic goals.

  • Serving as a trusted senior intermediary working with DVS team members at all levels, city agency

and administration leaders, national veteran service organization advocates and key stakeholders

throughout the community, private, public and nonprofit sectors.

  • Handling sensitive issues demanding the utmost consideration for privacy, respect,

confidentiality, discretion and judgment.

  • Overseeing the press and communications, strategic partnerships, and outreach teams.
  • Managing special projects including citywide events, transition services and other strategic

external relations matters.

  • Managing relations with the Mayor’s Fund and overseeing agency fundraising operations.
  • Supervising Senior Advisor for Intergovernmental Affairs, Press Secretary, Assistant Commissioner

for Strategic Partnerships, Director of Veteran Transition Services and their respective portfolios

of work.

  • Directing the management, training and coordination of the City’s Agency Veteran Liaisons, in

accordance with local law that requires each agency to identify one individual responsible for
liaising with DVS staff members to facilitate problem-solving, agency referrals, conflict

resolution and win-win solutions for veterans seeking support.

  • Identifying opportunities for optimizing alignment of staff/OTPS resources across the agency to

maximize positive outcomes for strategic programmatic goals.

  • Overseeing complex oral and written agency communication processes and outcomes.
  • Leading select initiatives as delegated by the Commissioner and Deputy Commissioner.

MINIMUM QUALIFICATIONS

  • Baccalaureate degree from an accredited college is required; graduate degree in business

administration, public policy, urban planning and/or law is preferred.

  • Minimum of 10 years full-time executive and managerial experience in one or more of the following

fields; operations research and analysis; policy advocacy, business administration, public policy, urban
planning/development and/or law; supervisory experience leading individuals and organizational teams

is an absolute requirement.

  • Demonstrated proficiency with anticipating and resolving personnel conflicts; performing superb

written and verbal communication with individuals, groups and communities; analyzing policy

actions/impact; and building a cohesive mission-focused team of teams.

  • Proven ability to yield positive outcomes as a local advocate for NYC veterans and families

state/national veteran advocacy and leadership experience is a plus

  • Demonstrated commitment to public service is essential; veteran status is a plus
