JOB POSTING: CHIEF OPERATING OFFICER (COO)

Position: Chief Operating Officer (COO)
Reports to: Chief and Council
Location: Caldwell First Nation
Salary: Commensurate with experience

SUMMARY:

Caldwell First Nation is a small nation of 500 band members. We have a 200-acre reserve located within the municipality of Leamington and recently completed 28 semi-detached homes on the reserve, which band members occupy. We own a gas station, marina, warehouse facility and many more economic development enterprises. The COO reports to the Chief and (4) Councillors. We have a Chief Executive Officer who oversees the Consultation, Environment, and Finance Department.

OVERVIEW:

Caldwell First Nation is seeking a highly skilled Chief Operating Officer (COO) to manage the Nation’s day-to-day operations, internal governance, and program delivery. The COO will focus on administrative efficiency, human resources, community services, and infrastructure management. This role ensures that all Nation programs and services operate effectively to meet the needs of community members.

QUALIFICATIONS:

  • Proven experience in operational leadership, knowledge of program management, or Indigenous governance.
  • Knowledge in human resources, community service delivery, and policy implementation.
  • Ability to manage multiple departments efficiently while maintaining compliance with Nation policies.
  • Excellent communication and leadership skills to support staff and community initiatives.
  • Experience working for a First Nation is a requirement.
  • A university degree in Public Administration or Business Administration is considered an asset.

Responsibilities
  • Operational Leadership: Oversee daily operations across departments including, among others, health, education, housing, administration.
  • Human Resources: Ensure effective staffing, recruitment, and employee relations while maintaining independence from HR conflict resolution processes.
  • Community Programs: Manage and enhance services related to child welfare, Jordan’s Principle, and cultural and language preservation.
  • Environmental and Infrastructure Oversight: Direct maintenance, custodial services, and environmental programs.
  • Governance Coordination: Support Chief and Council with certain administrative functions, including record-keeping and coordination of meetings, agendas, etc.
  • Internal Systems and Efficiency: Improve internal processes to enhance service delivery and community engagement, scheduling, and participation.
