CEO’S OFFICE

The Bermuda Monetary Authority (Authority or BMA) is seeking an experienced Chief Technology Officer (CTO) to contribute to the development and implementation of the Authority’s technology strategies and policies, while providing leadership and management oversight of the Authority’s technology infrastructure. Reporting to the Deputy Chief Executive Officer, the CTO will effectively champion the implementation of the Authority’s technology strategy. This is a vital leadership role that will both develop and coordinate the implementation of technology strategies aligned with business goals, drive innovation, evaluate emerging technologies, and collaborate with other members of the Executive Team to integrate technology into the Authority’s overall strategy.

THIS POSITION REQUIRES A PROVEN TECHNICAL AND BUSINESS BACKGROUND. THEREFORE, THE POST-HOLDER MUST HAVE:

  • A Master’s degree or equivalent qualification in Computer Sciences, Information Systems Management, Technology or similar field from a recognised institution or professional body or requisite work experience in a comparable role
  • A minimum of fifteen (15) years’ relevant experience of in financial technology with at least five (5) years at a senior level in the financial services industry, preferably in a financial services regulatory body
  • A general understanding of the principles of modern financial services risk-based regulatory and supervisory frameworks
  • In-depth knowledge of, and practical experience with, agentic artificial intelligence/large language models/machine learning/robotic process automation and other enabling technology supporting financial services risk-based regulatory and supervisory frameworks, and modern onsite examination techniques
  • Proven ability to develop and execute long-term technology strategies
  • Proven staff management/development/mentoring and negotiation skills with an exceptional track record of bringing together and fostering collaboration amongst internal stakeholders with varying perspectives, and driving organisation wide innovative cultures and staff engagement within a large company
  • Excellent interpersonal and communication skills with the ability to effectively interact with staff and the public, as well as senior executives within international, governmental and other regulatory bodies within the financial services industry

Responsibilities
  • Collaborating with the Executive Team on developing and articulating the Authority’s technology vision and strategy, ensuring alignment with business objectives
  • Developing and coordinating the execution of technology roadmaps, anticipating future needs and recommending solutions
  • Working closely with the CEO to identify approaches to best integrate technology into business strategies
  • Staying abreast of new technologies and trends, assessing their potential impact and recommending adoption
  • Managing the Authority’s technology budget, ensuring cost-effective solutions and resource allocation
  • Effectively communicating technology strategies and initiatives to both technical and non-technical audiences within the Authority for the purposes of cascading and fostering an organisational-wide innovative environment
  • Overseeing technology and innovation forums within the Authority to ensure orderly functioning, cascade of best practices and coordinated implementation of technology initiatives, ensuring an agile environment
  • Collaborating with various departments within the Authority, including the teams that regulate Bermuda’s financial services sector, to ensure technology supports their needs and objectives
  • Leading the management and continuous improvement of the Authority’s IT infrastructure, ensuring system availability, data integrity, cybersecurity, and compliance with internal policies and international standards
  • Overseeing and/or coordinating the development of various forms of artificial intelligence (including predictive models, machine learning tools, large language models, agentic artificial intelligence, etc.), robotic process automation, data science and other tools to satisfy the BMA’s delivery of regulation/supervision and satisfaction of other needs, and ensuring that the Authority has robust integrated enterprise systems
  • Identifying, assessing, and mitigating technology-related risks, ensuring alignment with the Authority’s overall risk governance framework and regulatory obligations
  • Overseeing the selection, negotiation, and performance of technology vendors and service providers, ensuring value for money and alignment with strategic goals
  • Implementing and managing IT service delivery frameworks to ensure high-quality, user-centric support for internal stakeholders
  • Representing the Authority at various local and international meetings, conferences, seminars, involving meetings and information exchanges and managing, developing, and maintaining key relationships with other regulatory bodies, governmental agencies, and the financial services industry, while keeping abreast of industry trends
  • Providing managerial direction, leadership and supervision to the assigned team(s) in addition to providing support for technical and administrative issues which lead to the achievement of Departmental goals
  • Managing cross-functional relationships, mentoring technology teams and fostering a collaborative and innovative environment across the Authority
  • Performing other related work and special projects as assigned by the Executive in accordance with competencies normally associated with the post
