General Summary:
The Chief Technology Officer (CTO) serves as a visionary leader responsible for aligning Oakland County’s technology strategy with its overall business objectives. This role drives the integration of technology across departments, ensuring that all systems, applications, and initiatives support operational excellence, innovation, and long-term growth.
The CTO oversees the development, implementation, and governance of enterprise-wide technological initiatives while maintaining and evolving the County’s existing systems architecture. This position plays a critical role in identifying and leveraging emerging technologies including artificial intelligence and machine learning to improve service delivery, increase operational efficiency, and support data-driven decision-making.

Responsibilities
  • Collaborate with internal departments to develop and maintain a comprehensive technology roadmap that aligns with organizational goals and evolving service needs.
  • Communicate business and technology alignment strategies to executive leadership, staff, stakeholders, partners, and constituents to ensure transparency and shared vision.
  • Lead the integration and management of cloud and hybrid infrastructure strategies, focusing on scalability, flexibility, and cost efficiency to meet the County’s operational demands.
  • Identify and champion opportunities to incorporate artificial intelligence (AI) and machine learning technologies to drive innovation, improve operational efficiency, and enhance public service delivery.
  • Assess and communicate risks associated with technology investments, ensuring strategic decision-making in alignment with organizational priorities and fiscal responsibility.
  • Develop strong business case justifications and conduct cost/benefit analyses to support funding for major technology initiatives and capital projects.
