Position Purpose The City Clerk serves as the official custodian of City records and is responsible for maintaining statutory compliance with Kentucky municipal law. The position attends City Council meetings, records official actions, manages ordinance codification, and ensures compliance with open records, open meetings, and public notice requirements. Essential Functions and Basic Duties * Maintains and safeguards all permanent City records in accordance with applicable Kentucky statutes and records retention schedules. * Serves as the official custodian under KRS 61.870 through 61.884, processes Open Records requests, and provides records as permitted by law. * Ensures compliance with the Kentucky Open Meetings Act, including maintenance of meeting schedules and required public notices. * Attends all City Council meetings and designated committee meetings; prepares and maintains accurate minutes and official records of proceedings. * Oversees the codification of ordinances; distributes ordinances, municipal orders, and Council agendas; and ensures proper publication pursuant to KRS Chapter 424. * Maintains records of City-appointed boards and commissions; monitors terms of service; coordinates meeting notices; and advises the Mayor of upcoming vacancies. * Prepares, certifies, and attests official documents and maintains custody of the City seal. * Coordinates legal advertising and public notice requirements to ensure statutory compliance. * Oversees digital and physical records management systems, including secure storage, archival processes, and cybersecurity best practices. * Serves as a primary point of contact for citizens regarding Council actions, ordinances, and public records. * Serves as backup to the Administrative Assistant as needed, including answering telephones, assisting customers, receiving and processing tax and other municipal payments, issuing receipts, balancing and reconciling daily collections, and adhering to established internal controls, cash-handling procedures, and segregation of duties requirements. * Performs related work as required. Qualifications Training and Experience * Bachelor’s degree from an accredited college or university in business administration, public administration, municipal government, or a related field preferred, supplemented by at least three (3) years of progressively responsible experience in government or business. Special Requirements * Ability to successfully complete background and drug screenings. Special Knowledge, Skills, and Abilities * Working knowledge of Kentucky municipal law, including KRS Chapters 61, 83A, and 424. * Knowledge of records management and public sector compliance requirements. * Strong written and verbal communication skills. * Ability to interpret statutes, regulations, and ordinances and apply them appropriately. * Ability to exercise independent judgment and discretion in administrative matters. * Proficiency in Microsoft Office and electronic document management systems. * Ability to maintain confidentiality and handle sensitive information appropriately. * Ability to interact professionally with elected officials, employees, and the public.
