QUALIFICATIONS
BASIC QUALIFICATION REQUIREMENT for the 0810 series:In order to qualify, you must meet one of the Basic Education, Examination and/or Registration requirements described below.
A. You have successfully completed a full 4-year course of study leading to a bachelor’s or higher degree in Engineering in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET). NOTE: You must submit copies of your transcripts.

B. You have successfully completed a full 4-year course of study leading to a Bachelor’s or higher degree in Engineering that included differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five (5) of the following seven (7) areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. C. You have completed 60 semester hours of courses in the physical, mathematical, and engineering sciences, and that included the courses specified in B above. These courses must be fully acceptable toward meeting the requirements of an engineering program. NOTE: You must submit copies of your transcripts.

D. You have successfully completed a curriculum leading to a Bachelor’s degree in an appropriate scientific field such as engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology AND have at least one year of professional engineering experience acquired under professional engineering supervision and guidance. This must include either an established plan of intensive training to develop professional engineering competence or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. E. You have successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. F. You are currently registered as an Engineer Intern (EI), Engineer in Training (EIT), or licensed as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. A. Specialized Experience: Applicants must have one year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) reviewing engineering analysis, recommendations, or study conclusions to management or other stakeholders; (2) analyzing reviews of engineering designs, drawings, or documents; (3) reviewing technical procedures related to the areas of construction management, geotechnical, highways, hydraulics, hydrologic, or structural engineering; and (4) conducting inspections to ensure compliance of project requirements, contracts, or database operation.

Education: Have three (3) years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree from an accredited college or university in a directly related field. C. Combination: Have successfully completed a combination of education and experience as described above that, when converted to percentages, equal at least 100% of the total requirement. Responsibilities:
- Manages the Provo Area Office (PAO) Water Rights. Determines requirements and takes the necessary actions to update, protect, and acquire the water rights necessary to support PAO projects. Necessary actions may include: filing Applications to Appropriate, Extension Requests, Proofs of Beneficial Use, Change Applications, Nonuse Applications and other appropriate Water Rights Applications to update water rights held by Reclamation. Works closely with local project partners, State Engineer’s staff within the Division of Water Rights, PAO Management, and the Regional Solicitors Office to facilitate the approval of these water right applications. Represents Reclamation at administrative water right hearings and other public meetings regarding these water right applications. Participates in water right adjudications involving PAO Reclamation Water Rights.
- Protects PAO Water Rights. Responsible for the review of water right applications filed by other groups and individuals to determine the effect the applications have on project operations, plans, and PAO water rights. Actively protests, on behalf of the United States, the granting of new water right applications that, if approved, would adversely affect project water rights. Protest actions may include: preparing protest letters, representing Reclamation at administrative water rights hearings, and coordinating protest efforts with project partners. May also assist in preparing for and testifying in legal proceedings.
- Water Rights Expert for the PAO. Serves as the water rights expert for the PAO and advises the PAO and Upper Colorado Regional Office on matters relating to water rights. This water rights expert work may include: assisting in the preparation of water rights sections in contracts, planning documents, or NEPA documents; researching water rights matters that may impact project operations; attending meetings; and advising PAO staff and management on matters that may impact project operations. Provides technical staff assistance to the Department of Interior on water right issues for the Bonneville Unit of the Central Utah Project as well as work directly related to their projects under Central Utah Project Completion Act (CUPCA) Legislation, Public Law 102-575.
- Maintains PAO Water Right Files. Establishes and maintains PAO water right filing system in order to adequately document and protect PAO Project water rights. This filing work can include scanning and indexing water rights documents into the regional electronic document database and maintaining a traditional paper filing system of the hardcopy original documents related to PAO Project water rights.
- Assists Regional Solicitor’s Office and Department of Justice. Provide technical assistance to Regional Solicitor’s Office and the Department of Justice on Water Right Adjudications involving PAO projects water rights, judicial proceedings related to Reclamation water right protests and any other judicial proceeding involving PAO project water rights.
- Responsible for complying with safety instructions and regulations, insuring individual’s safety and promptly reporting unsafe acts, unsafe conditions, and accidents to supervisor.
