Founded in Portland, Oregon in 1990, Harper Houf Peterson Righellis Inc. (HHPR) is a firm of engineers, planners, landscape architects, and surveyors who provide comprehensive, integrated services for transportation facilities; site development; utility infrastructure; water resources; stormwater facilities; parks; residential, commercial, institutional, and industrial site development.
With a growing staff of over 115, we serve clients across Oregon and southwestern Washington from our offices in Portland, Salem, Eugene, Bend, and Vancouver.

WHAT WE ARE SEEKING:

We are currently seeking a Civil Engineer for our Salem, OR office. We are looking for an individual who works well in a small team environment, responds effectively to multiple deadlines, and produces excellent work. The candidate must be highly attentive to detail, have the organization and skill to work independently under the guidance of a Project Manager, and be an agile and communicative team member.

EDUCATION, EXPERIENCE & QUALIFICATIONS:

  • Bachelor’s degree in civil engineering.
  • Licensed Engineer in Training (EIT) required; Professional Engineer (PE) license in Oregon or Washington preferred or in progress.
  • 4-10 years of experience in civil design and engineering roles.
  • Proficient in AutoCAD, Civil 3D; experience with MicroStation, GIS tools, or hydrology software is a plus.
  • Working knowledge of site design, grading, stormwater, roadway and utility infrastructure.
  • Solid grasp of local construction standards, permitting, and regulatory compliance.
  • Strong written and verbal communication skills, including ability to support proposal writing or public engagement.
  • Self-motivated team player with strong critical thinking skills and attention to detail.
  • Demonstrated ability to manage priority and work independently under supervision.
  • Familiarity with public agencies, codes, and approval processes is advantageous.
Responsibilities
  • Perform engineering design and calculations for site development and public infrastructure projects.
  • Prepare engineering drawings, specifications, and technical reports.
  • Design roads, grading, drainage, water sewer, stormwater, and erosion control systems.
  • Ensure compliance with local, state, and federal regulations.
  • Collaborate with contractors, architects, and consultants during design and construction.
  • Respond to RFI’s and review contractor submittals.
  • Assist with permitting and coordinate with regulatory agencies.
  • Support construction management efforts as needed.
  • Communicate clearly in written and verbal formats.
  • Demonstrate initiative and a willingness to learn.
  • Other duties and responsibilities as assigned.
