GENERAL SUMMARY:

This position is responsible for managing all aspects of business related to engineering functions at the Huron County Road Commission. The Road Commission oversees all county roadways, bridges, and culverts and is responsible for scheduling proposed work utilizing an asset management plan, developing capital projects for local and statewide lettings, performing in-house maintenance work, and construction oversight for contract projects. This position also includes oversight of maintenance and capital work on the county parks system and Huron County Memorial Airport projects.

EDUCATION AND EXPERIENCE

  • Bachelor of Science degree (B.S.) in Civil Engineering from an accredited college or university.
  • Four (4) years of professional civil engineering experience, including the exercise of supervisory responsibility, preferably in public works design and construction.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:
o Civil Engineering practices.
o Methods, techniques, practices, materials and equipment used in road, bridge and culvert maintenance and construction.
o Government procedures regarding funding, design and approvals.
o Management and supervisory principles and techniques.
o Skilled at the use of MS Office apps and other applicable software.
Ability to:
o Plan, lead, and organize a team.
o Communicate clearly and effectively, both orally and in writing.
o Establish and maintain an effective working relationship with department personnel, other governmental agencies, contractors and the public.

Responsibilities
  • Provide general supervision and coordination of activities in the Engineering Department.
  • Use engineering judgment to solve complex problems.
  • Gather and analyze data to assist in determining design requirements and cost estimates.
  • Work with engineering staff and/or consultants as necessary, to coordinate project planning, design, right-of-way acquisition, estimating, permits, bidding, assessing, testing, inspection and contract administration.
  • Interact with developers, contractors, townships, cities and villages, MDOT and general public.
  • Prepare department budgets and monitor expenditures.
  • Oversee Road Commission Authorized Public Agency (APA) for soil erosion and sedimentation control.
  • Oversee bridge and culvert inspection programs.
  • Attend seminars, professional development and other work-related meetings.
  • Coordinate and direct all phases of “Federal-Aid” projects.
  • Perform related duties as required by the Board of County Road Commissioners.
