QUALIFICATIONS
Education and Experience:
- Bachelor’s degree in Engineering with considerable related experience in planning, design and construction of structures, roadworks or utilities in an urban environment and project management experience, or an equivalent combination of education, training and experience.
- Experience in completing multiple tasks and setting and meeting competing deadlines.
- Registration or eligibility for registration as a Professional Engineer or Engineer-In-Training in British Columbia is required.
Knowledge, Skills and Abilities:
- Working knowledge of EGBC’s Organizational Quality Management guidelines or other quality management frameworks.
- Working knowledge of Master Municipal Construction Document (MMCD).
- Strong analytical, writing and public speaking skills are essential.
- Strong interpersonal, verbal and written communication skills are necessary to be effective in this position.
- Ability to take on a leadership role and be proactive at resolving project conflicts in a timely and effective manner.
- Ability to work in a matrix environment.
- Ability to establish and maintain positive relationships with internal clients and external partners.
- Ability to lead a team of technical staff.
Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.

Responsibilities:
MAIN PURPOSE AND FUNCTION
The Civil Engineer I supports the planning, design and implementation of public infrastructure projects in the Project Delivery Branch and also represents the Engineering Services division at meetings with the general public, advisory groups, key stakeholder groups, contractors and project partners. Under the supervision of senior staff, the Civil Engineer I develops and manages project work programs, in terms of scope, budget and schedule, including the procurement and management of technical consultants as necessary.
This position reports to the Senior Project Manager and may oversee and direct Engineering Assistant, Co-op students and technical consultants as required and will work collaboratively with multidisciplinary stakeholders to identify stakeholder and partner requirements and support the successful planning and implementation of large-scale bridge, road and utility related projects.
SPECIFIC DUTIES AND RESPONSIBILITIES
- Develops, monitors, and manages project work plans (scope, budget, schedule, quality, risk, resources) to achieve key project objectives and within approved funding and schedule limitations as identified by senior management in the project charter(s).
- With direction from senior management and CoV Corporate Communications, builds on established partnerships and/or develops partnerships with internal and external stakeholders necessary to successfully deliver on project objectives, ensuring that stakeholders are identified, engaged, informed and given opportunities to shape project details as applicable.
- Engages with subject matter experts to prepare terms of reference for technical consulting services related to civil engineering design and construction; and completes the tendering and selection process, or work with internal operational forces to deliver the design packages.
- Assists in the preparation and management of contracts related to project management and engineering design, including making recommendations related to scope management, risk management and cost management.
- Coordinates and supports the senior project manager in managing consultants and contractors and escalating any identified conflicts as necessary to senior management for resolution.
- Coordinates and manages inter-departmental review processes for project design drawings and standards, escalating any identified conflicts as necessary to senior staff for resolution.
- Implements and ensures work is completed in compliance with all Engineering Department standards, guides, processes and templates with respect to project and quality management.
- Other duties/responsibilities as assigned.
