QUALIFICATIONS
Education and Experience:
- Bachelor’s Degree in Civil Engineering with a Professional Engineer designation and a minimum of four years of experience in transportation engineering and project management including experience with transportation design and traffic operations, or an equivalent combination of education, training and experience.
- Registration or eligibility to register as a Professional Engineer or Professional Licensee in British Columbia.
Knowledge, Skills and Abilities:
- Considerable knowledge and background using design guidelines such as the Manual of Uniform Traffic Control Devices, TAC Geometric Design Guide for Canadian Roads
- Sound knowledge of practices, design principles and theories and best practices related to transportation projects.
- Knowledge of processes and procedures relating to the planning and design of transit as well as other City transportation facilities.
- Sound knowledge of the City’s transportation networks for all travel modes.
- Excellent leadership skills with the ability to motivate and engage staff
- Strong project management skills with demonstrated ability to prepare and manage project and program budgets
- Exceptional time management and organizational skills with the ability to effectively and efficiently prioritize actions in response to numerous and diverse demands
- Strong written/verbal communication skills and ability to speak and make presentations to stakeholders and the public
- Strong conflict resolution, mediation and negotiation skills
- Ability to exercise diplomacy and tact
- Ability to develop and maintain positive, productive relationships at all levels in the organization and external stakeholders
- Ability to read and interpret complex engineering plans and specifications
- Ability to prepare technical presentations and reports on complex design issues.
- Proficient in the use of software applications such as AutoCAD Word, Excel and Power Point.
Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.

Responsibilities:
MAIN PURPOSE & FUNCTION
The Transit Implementation Engineer is responsible for coordinating and managing the City’s involvement in the planning, design and implementation of transit projects. This includes operational improvements, planning and implementation of bus speed, reliability measures and new RapidBus routes.
The position reports to the Senior Engineer and supervises an Engineering Assistant. The position works in collaboration with TransLink and its subsidiaries, with adjacent municipalities and key stakeholders such as Business Improvement Associations and the public.
SPECIFIC DUTIES & RESPONSIBILITIES
- Prepares transportation/transit studies, roadway geometric design, roadway signage, and cost estimates,
- Undertakes the assessment and implementation of transit operational improvements in coordination with TransLink and Coast Mountain Bus Company,
- Manages the development, submittal and tracking of funding applications with TransLink and other funding partners,
- Analyses and identifies potential corridors for Bus speed and reliability improvements (in coordination with other branches) and develops an implementation strategy in coordination with TransLink and the Lead Planner,
- Assists in the development of RapidBus corridor strategies and implementation plans,
- Responsible for data analysis and associated reporting
- Participates in and manages public consultation and stakeholder engagement for transit and transportation projects,
- Assists in the review and comments on Mayors’ Council materials for briefing City representatives and senior staff
- Acts as the Engineer of record for all transit implementation designs where required or provides guidance on the development of the designs.
- Assists in managing the capital budgets related to bus transit improvements.
- Responsible for undertaking technical studies and providing technical guidance to consultants or Engineering Assistants.
- Provides input into and tracking of work planning and performance management for junior staff, including hiring, attendance management and providing input into staffing needs as the projects progress.
- Assists in the preparation of Council reports and conducts formal presentations as required on topics related to branch activities.
