QUALIFICATIONS

Education and Experience:

  • University Bachelor’s degree in Engineering and registration or eligibility to register as a Professional Engineer in British Columbia
  • Minimum five years of related experience involving pavement structure and mix design.
  • Permeable pavement design experience is considered an asset, as well as a broad range of supervisory, operational and administrative responsibilities.
  • Experience with technical research and implementation of pilot programs for the purpose of performance monitoring or assessing feasibility /scalability is considered an asset.
  • PMP certification is considered an asset

    Knowledge, Skills and Abilities:

  • Demonstrated knowledge of civil construction practices, local material suppliers, and material testing QC/QA standards, procedures and methodologies is required

  • Demonstrated knowledge of infrastructure planning standards and service levels; asset lifecycle management best practices; development of asset management policies and practices; project management; asset lifecycle metrics analysis and performance measurement
  • An understanding of municipal infrastructure, particularly in the areas of public works asset management principles will be considered an asset
  • An understanding of Public Sector Accounting Board tangible capital asset related directives and their impact on managing assets
  • Ability to build relationships, promote technical initiatives/standards, facilitate collaboration and engage stakeholders at all levels

Responsibilities

MAIN PURPOSE & FUNCTION

The Senior Engineer, Pavement Design & Asset Management is a specialized position responsible for the piloting, assessment, development, promotion and design of pavement design standards and details with a strong focus on supporting Greenest City initiatives such as storm water management practices through the use of permeable pavements, and the use of recycled material content in the design and rehabilitation of City roads. The position is responsible for the asset management (including inspection and long range planning) of pavements in the City.
The Senior Engineer acts as an Engineer-of-Record (EOR) for pavement structure design, and City pavement design standards. The position is also responsible for the piloting, promotion, training and quality assurance of permeable pavements. This may include updates and creation of new design standards, collaborating with industry leaders and developing industry best practices, executing pilot projects, developing training programs for both designers and constructors to ensure proper application or installation of permeable pavements.

This position reports directly to the Associate Director in the Streets Design Branch. Maintains excellent working relationships and collaborates frequently with the following groups:

  • Streets Design: Technical Services Group, Project Coordination Group, Capital Program Manager
  • Streets Operations: Provides design instructions and clarifications and collaboratively address design and construction issues as they arise. Partners on training programs to support the application and maintenance of permeable pavements
  • Green Infrastructure Branch: partners on development of permeable pavement designs, selection and implementation of pilot projects, promotion and training of green infrastructure initiatives, and procurement of industry technical specialists
  • Asphalt and Materials Plant: partners on pavement mix design, and quality assurance
  • Sustainability Group: collaborates on the promotion of Greenest City Initiatives

SPECIFIC DUTIES & RESPONSIBILITIES

The Senior Engineer will apply considerable design expertise and experience to the following:

Asset Management

  • Develops, implements, and monitors quality control processes and procedures
  • Manages pavement asset inventory through specialized inspections, short, medium and long range rehabilitation/renewal and financial investment planning
  • Participates in the development and sustainment of department and Citywide asset management policy, guideline, tool development
  • Ensures use and sustainment of support systems to manage information
  • Ensures adherence to fair and consistent processes in alignment with the collective agreement and Departmental priorities
  • Coordinates with internal and external customers ensuring pavement design services are provided in a timely and suitable manner, aligned with project schedules
