Work Schedule: Generally, 8:00 am - 5:00 pm; however, must be able to work flexible and varied hours as needed.

REQUIRED KNOWLEDGE

• Some knowledge of Computer Aided Drafting (CAD) and design practices and techniques.
• Some knowledge of construction materials and specifications.
• Some knowledge of GIS.
• Some knowledge of mathematical calculations used in engineering design and construction project design, and cost estimations.
• Some knowledge of engineering and construction design principles and practices. Some knowledge of surveying principles.

• Ability to interact favorably with the general public, construction contractors, and co-workers regarding construction design, staking, and completing projects according to City, State, and Federal standards and requirements.

EDUCATION AND EXPERIENCE:

• High School Graduate or General Education Degree (GED): Required Bachelor’s Degree (four-year college or technical school) Required, Field of Study: Civil, Geotechnical, Traffic, or Environmental Engineering
• 0 plus years of experience and successful completion of the State Board of Professional Engineers Fundamentals of Engineering (EIT) Examination within 6 months of hire and/or any combination of experience and training which provides the equivalent scope of knowledge, skills, and abilities necessary to perform the work.
• Computer Skills: Ability to operate or quickly learn to operate a personal computer using standard or customized software applications appropriate to assigned tasks and the ability and willingness to quickly learn and put to use new skills and knowledge brought about by rapidly changing information and/or technology.
• Certifications & Licenses: Valid State of Idaho Driver’s License. EIT Certificate from Idaho Board of Professional Engineers (or able to obtain within 6 months of hire).

GENERAL STATEMENT OF DUTIES

Performs a variety of technical engineering duties both in the office and in the field in support of City engineering projects and tasks as it relates to our Traffic and Traffic Control in the City; performs other duties as required or assigned.

Essential Functions Statement(s)

• Designs road (pavement, culvert, stormwater, congestion management) and utility (domestic water, pressure irrigation, sewer line) improvements, including researching public right-of-way and easements, routing designs to City Engineer for review and approval, reviewing plans and specifications for materials and equipment, and reviewing work to ensure relevant standards are met.
• Manage projects, including development of scope, schedule, and budget. Manages consultants to design and deliver infrastructure projects.
• Review of subdivision plats and building permits for engineering standards. Provide construction inspection for development.
• Provide construction inspection and testing of materials of City-funded streets, sewer, domestic water, and irrigation projects.
• Collect data, develop ranking criteria for sidewalk improvements within Local Improvement Districts, and provide construction inspection.
• Assist with assembling and writing grant applications for street and or bike and pedestrian improvements.
• Assist with preparing infrastructure bid documents, opening bids, and preparing contracts for construction.
• Assist with program planning and estimating project costs. Provide updates to infrastructure master plans.
• Researches and responds to questions on a variety of issues from contractors, citizens and municipal and City employees relating to the activities of the Public Works Department, including quoting related codes and ordinances when necessary, routing questions to appropriate personnel when appropriate, researching and answering questions pertaining to utility locations, public rights-of-way and easements, property lines, and relevant standards.
• Maintains City basemaps and related files, including making Geographic Information Systems (GIS) layers prints and displays for City departments and the general public.
• Maintains records and drawings, including performing field review to check base drawings for completeness and inserting inspector notes onto drawings, revising elevations if necessary.
• Collects statistical data on the operation of various facilities and equipment, and compiles summary information based on the data collected.
• Assumes responsibility for other duties as required or assigned.
• Provides needed information and demonstrations concerning how to perform certain work tasks to new employees in the same or similar class of positions.
• Attends meetings, conferences, workshops, and training sessions and reviews publications and audio-visual materials to become and remain current on principles, practices, and new developments in assigned work areas.
