Key responsibilities
Responsible for the monitoring and checking of traffic works carried out on site by the term maintenance contractor on behalf of Climate Change and Transport within Islington Council. Including, cycling and walking schemes, public realm schemes, school streets, local safety scheme, parking, disabled bays, bus priority, Liveable Neighbourhoods, and sustainable drainage.
Supervise contractors to ensure compliance with works orders, design drawings, specifications and engineers’ instructions. To ensure traffic management at sites is correctly managed and ensure compliance with relevant legislation.
Attend work sites daily, and conduct site surveys and site inspections as directed by line management. To assess the work of contractors on completion to ensure that all work is satisfactorily completed and record all snagging and deflects.
To contribute to the improvement of the service by offering advice on construction processes and procedures. To make construction decisions that are both fit for purpose and best value.
To meet contractors regularly to ensure project delivery.
To carry out any other tasks on site or otherwise consistent with the general and specific duties contained within this Job Description and as instructed by line management.
To measure completed work for payments purposes and where possible jointly with contractors’ representative.
To ensure the contractor’s compliance with the health and safety legislation including carrying out regular health and safety checks to ensure safe operating systems on site.
Liaise with Islington’s Streetworks Team and the contractor in regard to works permits.
To carry out duties with due regard to the Council’s Equal Opportunities and customer care policies.
KNOWLEDGE OF RELEVANT LEGISLATION SUCH AS THE HIGHWAYS ACT 1980, NEW ROADS AND STREETWORKS ACT 1991, TRAFFIC MANAGEMENT ACT 2004, CDM REGULATIONS, AND CHAPTER 8 OF THE TRAFFIC SIGNS MANUAL
Understanding of traffic design and highways construction, and using civil engineering contracts
Experience in overseeing the delivery of small to large traffic projects.
Experience of using IT software including Microsoft 360 (including Word Excel, Project, and Outlook) and AutoCAD.
Implementation of multiple projects and programmes of highway construction work within timescale and budgetary constraints.
