The Client Referral Specialist is responsible for face-to-face interviews, telephone screening and referrals for parent/guardian seeking mental health, substance abuse and other services provided at The Guidance Center. Many of the calls taken are from individuals presenting in crisis or seeking services for family members who are in crisis. The Client Referral Specialist will determine eligibility based on the outcome of the Detroit Wayne Integrated Health Network (DWIHN) screening process, as well as program, and financial. The majority of the work is completed when parent/guardian call or walk-in to the Central Access Unit, although telephone screening is also the responsibility of the Client Referral Specialist. The Client Referral Specialist is also responsible for ensuring all consents and agreements to treatment are signed, initial identification of billing information, insurance verification and secure authorizations. Regular working hours include 4 hours after 5pm per week required. In addition, due to program and consumer needs weekends may be required. Specific responsibilities include: Provide face to face or telehealth screening including clinical screenings necessary to identify areas of need, strengths and service provisions with parent/guardian for eligibility determination. Answer incoming telephone calls or transferred calls from parents/guardian that are seeking mental health services. Utilize crisis intervention skills to assess, support, provide short term intervention and assess urgent need of intake and level of crisis intervention needed. Make appropriate referrals to Guidance Center Programs as well as appropriate community service programs. Maintain knowledge of programs with the agency and referral sources outside the agency as well as understanding of how to quickly access those services. Schedule appointments for all CBH intake services. Complete and distribute necessary documentation relevant to the referral and appointment. Verify insurance coverage and secure authorizations as necessary Maintain knowledge of payment methods, insurance carriers and managed care principles Obtain appropriate consent with parent/guardian for DWHIN. Assist with follow up outreach calls to children and families who received initial interventions through Children’s Crisis Screening and Behavioral Health Urgent Care. Provide prompt, accurate information to consumers requesting services as to their payment method for those services Attend and participate in staff and agency meetings. Demonstrate appropriate telephone skills when consulting with clients, staff or funding sources Responsible for accurate and timely entry of client data into the electronic medical record and other databases. Provide documentation of trainings appropriate to the position on an annual basis. Performs other duties as assigned. Must meet Michigan Department of Community Health and Human Services (MDHHS) requirements of a Child Mental Health Professional (CHMP) and Qualified Intellectual Disability Professional (QIDP) within 120 days of hire (i.e. must have three years supervised experience in the examination, evaluation, and treatment of minors and their families and one year experience in treating or working with a person who has an intellectual disability for Bachelors level; or for Masters level: 1 year of supervised experience in examination, evaluation and treatment of minors and their families and 1 year experience in treating or working with a person who has an intellectual disability). Additional requirements include: a nonjudgmental approach that reflects cultural competency and sensitivity to the unique needs and diverse experiences of individuals and families. Must be able to verbally engage with clients in order to best identify and refer to appropriate clinical staff. Must have the ability to assess and intervene with parent/guardian during telephone screening and face to face contacts to determine appropriateness of referrals to internal services based on program and financial guidelines. Must have the ability to utilize crisis intervention skills to best serve the needs of children and families during intakes.
