JOB OVERVIEW

The Director of Clinical Services is responsible for overseeing the clinical quality, education, and performance improvement programs within the Emergency Services District. This position ensures that patient care is consistent with medical protocols, regulatory requirements, and evidence-based practices. Working closely with the Medical Director and operational leadership, the Director of Clinical Services provides guidance, training, and oversight to promote clinical excellence and continuous improvement in EMS delivery.

REQUIRED QUALIFICATIONS

  • Texas EMS certification at Paramedic level (required).
  • Minimum of three (3) years of clinical administration EMS experience.
  • Experience in clinical education or QA/QI program administration.
  • Valid Texas driver’s license with an acceptable driving record.
  • Must not appear on the LEIE (List of Excluded Individuals/Entities).

PREFERRED QUALIFICATIONS

  • Bachelor’s degree in EMS, Nursing, or Health Sciences.
  • Instructor certification (e.g., AHA, NAEMT, or Texas CE Coordinator).
  • Experience working with a Medical Director or in a clinical leadership role.
  • Familiarity with data analytics and EMS QA software systems

Responsibilities
  • Responsible for overseeing all personnel matters within the division, including recruitment, hiring, performance management, and terminations in accordance with District policies and applicable laws
  • Develop, implement, and maintain clinical protocols in collaboration with the Medical Director.
  • Conduct clinical audits, patient care documentation reviews, and quality assurance/improvement (QA/QI) activities.
  • Manage continuing education, clinical onboarding, and training for EMS personnel.
  • Monitor clinical compliance with Texas Department of State Health Services regulations.
  • Provide clinical consultation and support to EMS crews and supervisors.
  • Participate in case reviews, incident debriefings, and outcome-based data analysis.
  • Maintain partnerships with hospitals, trauma systems, and regional advisory councils.
  • Assist in evaluating and implementing new clinical technologies, equipment, and treatment protocols.
  • Support research, data collection, and grant applications related to clinical care.
