Description POSITION TITLE: Clinical Manager REPORTS TO: Director of Outpatient Behavioral Health Programs DIRECT REPORTS: Outpatient Clinicians FLSA STATUS: Non-exempt; regular full-time; employment-at-will position. SCHEDULE: This position is full-time, Monday through Friday, with occasional weekend hours and travel as needed. PURPOSE: As part of the Outpatient team, the Clinical Manager provides administrative guidance, consultation, and oversight to coordinate clinical needs, including intake procedures, assessment, and treatment of mental health and emotional disorders of individuals and families in the outpatient community mental health setting. The Clinical Supervisor is responsible for the development, implementation, and oversight of the Outpatient Therapy Services team, and will maintain a caseload to actively engage in therapeutic services 50% of the time. ESSENTIAL JOB FUNCTIONS: Responsible for the daily operation and continuum of care and services of the Center’s clinic-based outpatient therapy and intake services. Responsible for promoting center-wide delivery of evidence-based practices and effective and efficient services responsive to the evolving needs of the community. Responsible for staff development initiatives including training in trauma, substance use, crisis prevention and intervention, multicultural competence, continuing education, practicum, and internship placements. Responsible for assisting with recruiting, hiring, evaluating, disciplining, supervising, coaching, assigning, and terminating staff members under his/her direct supervision. Serves on the Quality Improvement and Risk Management Committees, and in such capacity strives to ensure that Center policies and procedures, especially those that relate to the Outpatient Department, are carried out properly. Ensures that those staff members under his/her supervision understand and comply with Center policies and procedures. Promotes good working relationships between departments and outside agencies and referral sources, and seeks their input on the needs of consumers and the Center’s operations. Responds to complaints and concerns, and conducts appropriate follow up in a timely manner. Assists in planning related to policies and procedures, services, facilities, staffing, and so on as pertains to the outpatient department. Available for consultation in emergency or urgent situations at all times, including after hours and on weekends, through cell phone. Monitors the caseloads and productivity level of provider staff under their supervision and coordinates this oversight with the providers and administrative staff to help ensure efficiency in scheduling. Makes sure that cases/consumers are properly followed and monitored, especially those who are in crisis, diverted from a hospital, or who are hospitalized, and coordinates closely with the Crisis Services Manager, Community Service Provider teams. Responsible for supervising the timely and accurate flow of documentation to and from those who are under their supervision. Ensures that the Center complies with applicable laws and regulations concerning the services within his/her purview, and maintains current, thorough, and accurate knowledge of such laws and regulations as they apply to the Center. Conducts and supervises clinical case staffing, and helps ensure that consumers are properly assigned to services and providers. Oversees the admission process, and helps ensure that the Center meets access targets or standards. Helps keep stakeholders informed of Center services, mission, goals, and objectives, and contribute to the public’s awareness of mental health services, mental health problems, mental illness, and substance abuse. Provides direct client care and crisis services as needed. Maintains a current staff under their supervision procedure manual related to outpatient mental health services. Conducts staff training on appropriate clinical procedures including by not limited to master treatment plan and service documentation, etc. Performs other duties as assigned by supervisor which are consistent with the position and in compliance with agency policies and procedures. REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: Two plus years of experience as a licensed mental health clinician required. Kansas Behavioral Sciences Regulatory Board licensure at the independent practitioner level (LSCSW, LCPC, LCMFT, LCP) strongly preferred. Master’s degree in a Human Services field (clinical social work, clinical professional counseling, clinical marriage & family therapy, or clinical psychology) required. Significant experience in a management position preferred, in an organization delivering community mental health services. At least 18 years old, proficient in the English language, pass pre-employment background check and drug screening, hold valid driver’s license and reliable transportation. Ability to complete training on intakes for Same Day Access within 120 days of employment. PHYSICAL DEMANDS: Remaining stationary, such as standing or sitting, for prolonged periods. Frequently moving from one worksite to another to accomplish tasks. Adjusting or moving objects up to 10 pounds in any direction. Repeating motions that may include the wrists, hands or fingers. Communicating with others to exchange information. Withstanding outdoor elements such as temperature, precipitation, and wind. WORKING ENVIRONMENT: While on location, work is generally performed indoors with ambient room temperatures, lighting, and traditional office equipment. Travel to multiple office locations will be necessary.
