Our campus houses Frank Residences, assisted living and memory care, the Jewish Home and Rehabilitation Center, an acute geriatric psychiatric unit, and the Jewish Home and Senior Living Foundation. Position Overview The Clinical Scheduling & Staffing Supervisor provides leadership and oversight for the Nursing Department’s scheduling, staffing, and payroll coordination at the San Francisco Campus for Jewish Living. This exempt position is responsible for supervising the scheduling and payroll team, ensuring compliance with labor and wage regulations, optimizing workforce efficiency, and supporting operational goals of quality resident care. The Supervisor exercises independent judgment in staffing allocation, employee oversight, and compliance matters, and acts as the primary operational lead in the absence of the Staffing and Payroll Manager. The position directly supervises two or more full-time employees and has significant influence over hiring, training, and performance management decisions. Essential Job Functions Supervision and Leadership Directly supervise the nursing scheduling and payroll staff, providing coaching, performance evaluation, and direction to ensure operational excellence. Participate in recruitment, selection, training, and performance management activities; make recommendations regarding hiring, promotion, and disciplinary actions. Exercise independent judgment in managing workload priorities, resolving scheduling conflicts, and making staffing and payroll decisions. Serve as acting Staffing and Payroll Manager during absences, with full authority to make operational and supervisory decisions. Ensure compliance with collective bargaining agreements, wage and hour laws, and organizational policies. Staffing and Scheduling Oversight Develop, implement, and maintain master schedules for nursing personnel (CNA, LVN, RN etc.) based on census, acuity, and operational needs. Analyze workforce utilization and recommend adjustments to improve coverage, efficiency, and cost control. Review and approve shift changes, time-off requests, and overtime assignments, ensuring fair and compliant scheduling practices, particularly in line with the CBA. Collaborate with Nursing Leadership to forecast staffing needs, develop contingency plans, and support proactive recruitment to support scheduling census. Nursing Payroll Administration and Compliance Oversee the review and reconciliation of timekeeping records to ensure accuracy of hours worked, premiums, and accrual balances. Investigate and resolve payroll discrepancies in collaboration with HR and Payroll Ensure accurate documentation of attendance, PTO, and other employee absences. Maintain compliance with federal, state, and union wage and hour regulations. Data Management and Continuous Improvement Generate reports on staffing, attendance, and labor utilization for Nursing and Administrative Leadership. Interpret data trends to recommend process improvements and cost containment strategies. Develop and update departmental procedures and best practices related to scheduling, payroll, and workforce management. Lead or contribute to cross-departmental initiatives focused on operational efficiency and service quality. Qualifications Bachelor's degree in healthcare administration, Business, Human Resources, or related field preferred; equivalent experience considered. Minimum of 3 years of experience in healthcare scheduling, staffing, or payroll administration, with at least 2 years in a supervisory role. In-depth knowledge of California labor laws, wage and hour compliance, and union contract understanding and administration. Proficiency in workforce and payroll systems, like ADPWFN. Strong leadership, problem-solving, and communication skills. Proven ability to exercise discretion and sound judgment in sensitive or complex operational matters.
