JOB SUMMARY

We are currently looking for a Commercial Manager to join our Commercial Function within the Corporate group.
This is a full-time opportunity, on a fixed term contract/loan/internal move or temporary promotion basis until 31 March 2026. The role will be based in South Mimms, Hertfordshire. Please be aware that this role can only be worked in the UK and not overseas.
Government departments and agencies are working towards implementing a minimum 60% attendance in office sites.
We are currently implementing a flexible, hybrid way of working. This role is expected to be onsite in South Mimms 2-3 days per week.

PERSON SPECIFICATION

Our successful candidate will have:

  • Experience of managing internal relationships and contracts for supply of large and complex goods and services within FM, production, manufacturing, pharma or science/laboratory
  • Ability to interpret, advise, challenge and draft contractual terms and conditions -Government Short Form, CCS and NEC
  • MCIPS and/or World Commerce and Contracting qualifications desirable but not essential
  • Ability to make effective decisions, delivering value for money making efficient, effective and economic use of taxpayers’ money in the delivery of public services.

Responsibilities

WHAT’S THE ROLE?

The Commercial Manager will be responsible for leading all procurements for the Freeze Dryer Facility Upgrade Programme (MARRS) and supporting the Project Manager in the delivery of Contract Management plans, principles and processes.
The post holder will be competent in: Supplier and Contract Management, running public sector procurement including PA23, and NEC4 contracts including Engineering and Construction Contracts and Professional Services Contracts. The post holder will also possess key soft skills, in particular supplier relationship management, negotiation and stakeholder management.
The job holder will be expected to demonstrate leadership in running tenders and drafting contracts.

KEY RESPONSIBILITIES:

  • Delivery of procurements on time to support the upgrade programme
  • Contract management to ensure delivery of the contracts on time and on budget.
  • Working with stakeholders to achieve the desired outcome across a range of procurements.
  • Provide expert commercial advice that draws on relevant procurement legislation, policy, information, supply market knowledge, and commercial experience
  • NEC4 contracts including Engineering and Construction Contracts and Professional Services Contracts.
