In accordance with paragraph f. of Article 44 of the General Standards, the official languages of the Organization are English, French, Portuguese, and Spanish. No candidate for a position in the General Secretariat subject to the competition requirement shall be contracted until he/she has passed language proficiency exams administered by the DHR in at least two of the official languages. Nevertheless, i) Any candidate, including staff member whose native language is one of those four languages shall only be required to demonstrate proficiency on an exam in one of the others; and (ii) Persons applying for G-1 and G-2 positions at Headquarters and G-3 driver/clerk positions in those Offices of the General Secretariat in the Member States where the language requirement unduly restricts the recruitment of otherwise qualified staff shall be exempt from this language proficiency requirement for as long as they occupy those positions. Subsequently, in order to be eligible to compete for a higher-level position, any staff member who has benefited from this exemption must demonstrate proficiency in a second official language of the Organization. (iii) A person selected as the best candidate may receive a fixed-term contract, which will be considered to have lapsed in case the person does not pass the required language examination within the 36 months following the appointment. DUTIES AND RESPONSIBILITIES: This is a communications and project-oriented professional position designed to coordinate strategic communication initiatives, programs, and projects in fulfillment of the mission of the Department of Access to Rights (DAR) of the General Secretariat of the Organization of American States (GS/OAS). The incumbent performs all or part of the following responsibilities: Strategic communication Develop, formulate and analyze a proactive and coherent agenda for communication strategies, and key messages to promote the OAS visibility, its mandate, priorities and achievements. Produce information materials, including but not limited to: presentations, briefings, activity reports, fact sheets, etc. to raise awareness of and visibility of the OAS mandate, priorities and achievements. Participate in the development of communication and advocacy campaigns, including writing press releases, advisories, articles, facts sheets, articles and other information tools and materials, ensuring consistency of message contents, style and language, and facilitating access to and wide dissemination of these; identifying media opportunities and target audiences such as governmental and non-governmental organizations and institutions, international entities, the public and private sector, subjects of interest and success stories; and how to best handle politically sensitive issues, at national, regional and international levels. Research, compile and synthesize information in support of the project development and strengthening of relations with Member States, key institutions and organizations, and dialogue promotion, including but not limited to: coordinating or overseeing the organization of meetings, conferences, presentations, events and seminars; following-up on the development of joint activities at the local and regional levels, and networking activities. Analyze related trends and events affecting the situation in the hemisphere, recommending actions, drafting talking points and speeches, and participating in the elaboration and reviewing of reports and publications on applicable subject matters, and their dissemination among scholars, practitioners and other interested parties. Make proposals for, and participate in, the formulation and execution of projects, activities and initiatives for the organization of fact-finding, needs assessment, and advisory services to countries and regions. Monitor the execution and accounts of project-specific activities, processing and following-up on administrative and financial actions in liaison with appropriate staff members, including but not limited to hiring human resources, purchasing equipment and supplies, travel, etc. Support and participate in various department-specific initiatives and dialogue promotion as related to the area of work, including drafting, reviewing and editing for consistency and language, correspondence, reports, cooperation agreements, proposals and joint proposals, budgets, financial reports, work plans, and documents and publications. Manage, update and validate databases containing information on the activities of the area of work, including all aspects of project-specific activities, producing reports and summaries on a regular or ad hoc basis and preparing analysis on regional issues. Provide support in the planning, fundraising, implementation and evaluation of missions, programs, projects and activities at the Headquarters and in the field, including participating in training seminars and other programs. Actively engage in the Performance Evaluation System: Provide leadership, guidance, coaching, and motivation to staff by regularly discussing performance and providing feedback; solve interpersonal conflicts; actively support the development and career aspirations of staff; evaluate performance fairly. Also, staff member should establish work expectations with the direct supervisor by defining individual annual objectives. Perform other related duties as assigned, including replacing and backstopping for others. QUALIFICATIONS: EDUCATION & EXPERIENCE: Essential: First University Degree (Bachelor’s) in Communications, Public Relations, Marketing, or related fields issued by a duly accredited institution, and 4 years of relevant experience in similar positions at the national or international level OR Advanced University Degree (Master’s) in one of the fields listed above and 2 years of relevant experience. Desirable: Experience or knowledge of the OAS mandate and priorities. OAS project management and oversight system as related to the area of work and/or the dynamics of the Inter-American agenda and system. Certification in Project Management (e.g., DevResults or equivalent) is an asset, demonstrating expertise in project planning, monitoring, and reporting. COMPUTER SKILLS: Ability to effectively work using Microsoft Office applications (e.g., Word, Excel, PowerPoint, Outlook), Oracle, Visio, Access, and SharePoint, as well as software relevant to the area of work. Proficient in the use of Adobe Creative Suite, including Adobe InDesign, Illustrator, Acrobat, Photoshop, and Premiere. Experienced in web editing tools and digital content management (e.g. DNN), as well as social media platforms (e.g., Facebook, X, Instagram, LinkedIn), their analytics, and content planning/management tools such as Hootsuite. Experienced in email marketing platforms, including Mailchimp. Knowledge of data and project management systems such as Power BI, DevResults, and related platforms. LANGUAGES: Essential: Proficient in at least two of the following languages: English, French, Portuguese, and Spanish (read, write and communicate); Language proficiency examination will be required. Desirable: Working knowledge of the other two official languages. PERSONAL COMPETENCIES: Client Orientation, Knowledge Sharing, Teamwork and Interpersonal Skills.
