Program Background The Economic and Social Infrastructure Program (ESIP) is an Australian Government Department of Foreign Affairs and Trade (DFAT) program implemented by DT Global. Under strategic direction from DFAT officials at the Australian High Commission in PNG, ESIP is delivering a range of activities and policy initiatives in the energy and telecommunications sectors.
