SUMMARY OF POSITION

the community & legislative affairs coordinator serves as a key member of the policy and communications team, supporting the comptroller’s constituent service efforts, community engagement, and legislative priorities. This position plays a vital role in strengthening relationships with city residents, community organizations, and legislative bodies while coordinating special events, maintaining accurate records, and providing high-quality administrative support. The coordinator is responsible day-to-day decision making and management of constituent issues and represents the comptroller’s office at public meetings and events.this position performs professional work in planning, coordinating and overseeing administrative and programmatic work associated with community and legislative engagement on behalf of the office of the comptroller and associated agencies. The role involves coordinating and managing support staff in the execution of events, programs and/or legislative engagement.incumbent receives managerial supervision from a director of legislative affairs (ooii) and works in close collaboration with the comptroller, deputy comptroller and chief and deputy chief of staff. This position works a conventional work week but will be required to work evening and weekend hours from time to time to fulfill all duties of the role. Work is performed in an office where work conditions are normal. Work requires minimal physical exertion.

EDUCATION AND EXPERIENCE REQUIREMENTS

Have a bachelor’s Degree from an accredited college or university.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Excellent verbal and written communication skills, including the ability to write clearly and concisely for both internal and public audiences.
  • Detail-oriented, reliable, and capable of handling multiple responsibilities independently and efficiently.
  • Strong interest in public service, municipal government, policy, and community development in Baltimore City.
  • Ability to use sound judgment, maintain confidentiality, and represent the Office with professionalism.
  • Competence in organizing and managing events, meetings, and schedules.
  • Willingness to work evenings and weekends, as necessary.
  • Valid Maryland Driver License is required
    Background Check
    Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint screening and must be successfully completed.
    Probation
    All people, including current City employees, selected for this position must complete a mandatory six-month probation.
Responsibilities
  • Plans, organizes, coordinates and implements work focused on community engagement and constituent services. Manages a variety of special projects, events and engagement activities by creating and executing plans of action and prioritizing multiple tasks effectively. Represents the department or program at meetings and community functions in a liaison capacity with other city managers and officials. Provides direct customer service to constituents via phone, email, and written correspondence, logs & tracks interactions, outcomes, and follow-up in a centralized data system. Attends and represents the Comptroller at community and stakeholder meetings, community events, and other special events across Baltimore City, including evenings and weekends as needed. Coordinates the Comptroller’s participation in public events, develops talking points and manages logistics for events hosted by the Office of the Comptroller. Maintains organized records and files of constituent inquiries and requests.
  • Plans, organizes, coordinates and implements work focused on legislative affairs. The role reports to the Director of Legislative Affairs and Deputy Chief of Staff and works closely with the Executive Team to review, interpret and recommend new, revised or amended departmental policies, practices and procedures that ensure program efficiency and compliance with City, State and Federal laws and regulations. Speaks and testifies before governmental councils and commissions and business and community groups on departmental projects, plans, goals and activities. Prepares and presents briefings to senior leaders and large groups. Plans, coordinates and evaluates the work of virtual teams assembled to achieve the objectives of programs being implemented. Participates in weekly team meetings and scheduling discussions; prepares briefing materials and ensures follow-up as needed. Tracks and analyzes proposed local, state, and federal legislation that may impact the Office of the Comptroller or the City’s fiscal and administrative operations. Develops and maintains relationships with City Council members, their staff, and other elected officials to facilitate the exchange of information and support the Comptroller’s legislative and policy priorities. Attends legislative hearings and represents the Office of the Comptroller. Collaborates with Communications, Policy and other staff across offices and departments to coordinate message development and public-facing deliverables. Informs budget preparation related to legislative analysis and community relations responsibilities.
  • Develops short- and long-term goals for community engagement and constituent service program to meet the objectives of the Office of the Comptroller. Short term goals can include outreach driven by the work of the Comptroller’s agencies including the Department of Real Estate.
  • Develops, revises and implements policies and procedures.
  • Maintains working knowledge of information management systems employed by the Office of the Comptroller and other City offices as required
  • Performs related work, and supports other central office teams, as required.
