Home First Winnipeg Inc. is a non-profit organization providing stable housing, daily meals, and support services to individuals who have experienced chronic homelessness. We operate from a Housing First philosophy and are grounded in a strong harm reduction approach and trauma-informed care practices. We believe everyone deserves a safe, secure home—regardless of the challenges they may face with mental health, substance use, or other life circumstances.
We are currently seeking a compassionate, organized, and community-oriented Community Partner and Program Manager to support tenants at our 47-unit supported housing complex at 390 Ross Ave.

Responsibilities

ABOUT THE ROLE

As Community Partner and Program Manager, you will build and maintain relationships with community partners, including a range of non-profit organizations and relevant government support agencies, to enhance the supports available to our tenants.
In addition, you will assist the Executive Director with the daily operations of the facility, including supporting a team of 15–25 frontline staff, and fostering a safe, welcoming, and dignified environment for tenants.
You will also be responsible for learning the operating systems of a large apartment building, including mechanical, safety, and maintenance protocols, and the operation of our commercial kitchen, including food service delivery and ensuring proper cleaning and equipment maintenance in compliance with public health and food safety standards.
This position reports to the Executive Director.

KEY RESPONSIBILITIES

Community Partner

  • Develop and maintain partnerships with non-profit and government support organizations to better meet tenant needs
  • Reach out to and maintain relationships with health and social service workers and organizations that refer prospective tenants to ensure that supports are in place to achieve tenant goals throughout their stay at 390 Ross

Programs

  • Working with partner organizations, arrange on-site recreational, cultural, educational, health, social service and other support programs for tenants

Tenant Support

  • Build respectful, trust-based relationships with tenants through trauma-informed, person-centered engagement
  • Assist with tenant concerns, conflicts, and minor complaints, escalating when necessary
  • Participate in wellness checks and safety walk-throughs with the Executive Director

Staff and Site Operations

  • Support a diverse team of frontline and support staff
  • Foster a healthy workplace culture rooted in compassion, harm reduction, and equity
  • Help maintain a clean, organized, and safe environment across shared spaces, offices, and tenant-facing areas
  • Oversee and learn general operations of the building’s mechanical, fire safety, security, and maintenance systems
  • Participate in kitchen training; support meal services as needed, including overseeing equipment cleaning and food safety compliance
  • Contribute to organizational planning and response as part of the Senior Staff team

Safety, Administration and Reporting

  • Maintain accurate staff logs, incident reports, and housing updates
  • Uphold trauma-informed and harm-reduction practices in daily operations and crisis responses
  • Ensure confidentiality of all tenant and staff information
  • Participate in on-call rotation

Leadership

  • Act in the capacity of Executive Director during vacation and other absences
