Description

The Community Programs Manager is responsible for developing, coordinating, and overseeing high-quality programs for adults with developmental disabilities that promote skill development, independence, and community inclusion. This management position works collaboratively with the leadership team and support staff to design creative, cost-effective, and accessible programs, leveraging community partnerships to expand opportunities and resources.
The role also supervises program delivery support staff, manages program budgets, ensures compliance with agency policies, health and safety requirements, and relevant regulations, and seeks innovative ways to maximize limited resources through collaboration and partnership.
Key Responsibilities
Program Development & Coordination
- Design, coordinate, and oversee in-house and community-based programs that foster daily living skills, independence, and community engagement.
- Identify and build partnerships with local businesses, organizations, and service providers to expand program offerings and resources.
- Ensure programs are inclusive, innovative, and responsive to participant needs while aligning with agency goals and budget limitations.
- Coordinate program schedules, staffing assignments, and resource needs.
Financial & Administrative Oversight
- Develop and manage budgets for programs, including staffing, materials, and partnership agreements.
- Track program costs, ensuring efficiency and compliance with funding guidelines.
- Utilize knowledge of Passport funding to support program participation and budgeting.
- Maintain accurate program records and reporting.
Staff Leadership & Supervision
- Provide leadership and oversight to support staff during program delivery.
- Support staff in implementing best practices and fostering positive participant experiences.
- Participate in staff recruitment, training, performance feedback, and scheduling.
Client Services
- Establish and maintain positive rapport with clients, families, and stakeholders.
- Provide updates, guidance, and support to ensure a high quality of service.
- Respect confidentiality and privacy of individuals, sharing information appropriately.
- Support staff in addressing participant needs and resolving issues with tact and diplomacy.
Teamwork & Collaboration
- Work closely with the management team to align programs with organizational priorities.
- Collaborate with community professionals such as occupational therapists, physiotherapists, speech-language pathologists, and other specialists to support program goals.
- Participate in internal committees and represent the agency on external committees as required.
Compliance, Quality Assurance & Health and Safety
- Ensure programs comply with agency policies, MCCSS regulations, and quality assurance standards.
- Monitor equipment, facilities, and environments for potential safety hazards and report issues promptly.
- Work in compliance with the Occupational Health and Safety Act and agency health and safety policies.
- Cooperate with the Joint Health and Safety Committee in carrying out safety functions.
Qualifications
- Post-secondary education in Community Services, Social Work, Recreation, Nonprofit Management, or related field.
- Minimum 3 years of experience in program coordination, preferably in developmental services or a related sector.
- Demonstrated experience in staff supervision and budget management.
- Strong ability to build partnerships and collaborate with diverse stakeholders.
- Knowledge of Passport funding is an asset.
- Creative, resourceful, and forward-thinking approach to program design and problem-solving.
- Excellent communication, organizational, and relationship-building skills.
- Ability to work in a fast-paced environment, manage multiple priorities, and adapt to changing needs.
Working Conditions
- Combination of office, community, and program delivery environments.
- Occasional evening, weekend, and on-call responsibilities.
- May involve last-minute scheduling changes.
- Requires travel within the community to support programs and partnerships.
- Participation in agency events, training, and professional development activities is expected.
