Description

EDUCATION/ EXPERIENCE:

· Master’s degree with a focus in epidemiology with 2 or more years’ work experience in epidemiology in a public health agency; or doctoral-level degree in epidemiology or a related discipline (e.g., public health, biostatistics); or other-non-epidemiology professional degree or certification (e.g., RN, MD/DO, DDS/DMD, DVM, PhD, RS) with specific epidemiology training (e.g., MPH degree, CDC Epidemic Intelligence Service Program) with 2 or more years’ experience in performing epidemiology work; or other combination of background and work experience, which must include at least 4 years’ experience performing epidemiology work.
· 5+ years of related experience preferred.
· Managerial experience preferred.

QUALIFICATIONS:

· Must have valid Ohio Driver’s License, proof of liability insurance (meeting minimum standards set forth by HCPH), and access to reliable transportation.
· Drug screening and background check clearances upon hire.
· Must be comfortable working with both individuals and groups and must be a good written and oral communicator and comfortable speaking in public.
· Must have interpersonal skills suitable for staff management and having a role on the agency’s management team, as well as building and maintaining relationships with community partners and sustaining coalitions.
· Must have organization and writing skills suitable to grant writing, management, planning, implementation, and reporting.
· Ideal candidates should have knowledge surrounding PHAB accreditation, epidemiology and management of communicable disease, emergency planning, public information and communications, population health planning, public health data, grant management, healthy eating/active living, prevention, and Board management/relations.
· Familiarity with grant management and reporting systems, including but not limited to the Ohio Department of Health’s Grants Management Information System (GMIS), OHID, and REDCap.

Responsibilities

As the CPD Director, this position is responsible for a full range of activities, including but not limited to the following:
· Providing leadership for CPD through ongoing oversight and management of front-line employees, including regular 1:1 check-ins with CPD staff (i.e., monthly), and provision of direction and support to CPD staff implementing public health programs.
· Oversight of epidemiology-related activities; serves as back-up epidemiologist per Public Health Emergency Preparedness (PHEP) grant requirements.
· Oversight of public health emergency preparedness, mitigation, and response activities.
· Oversight of agency communications, marketing, and outreach activities for both day-to-day operations and emergency situations.
· Oversight of public health data collection, management, and reporting.
· Grant writing and grant management for a variety of grants. Current grant responsibilities include PHEP, Creating Healthy Communities (CHC), and Prevention Grants (i.e., Youth Suicide Prevention, Strategic Prevention Framework, Drug-Free Communities), however there is potential for addition, expansion, reduction or removal of grant assignments based on several variables.
· Ensures that grant deliverables, program reports, and expenditure reports are completed and in accordance with submission requirements and deadlines outlined by funding agencies.
· Coordination and collaboration with and leadership of community partners for the Huron County Drug Overdose and Suicide Fatality Review Committee and the Huron County Crisis Response Committee. Prepares and maintains all documents (i.e., agendas, PowerPoint Presentations, meeting minutes, meeting invitations) for these initiatives. Submits Annual Report for the Huron County Drug Overdose and Suicide Fatality Review Committee in accordance with state deadlines and requirements.
· Attendance and active participation in other community-led committees and coalitions as a representative of HCPH.
· Coordination and development of the Community Health Assessment (CHA) and Community Health Improvement Plan (CHIP) in accordance with the State of Ohio’s 3-year aligned schedule.
· Planning, coordination, documentation, and proper record-keeping for monthly Board of Health meetings and annual District Advisory Council (DAC) Meetings.
· Maintains accurate, up-to-date data and documentation for the agency in Ohio’s Profile Performance Database (OPPD). Submits the Ohio Department of Health’s Quality Indicators through OPPD annually in accordance with state deadlines.
· Works closely with the Accreditation Coordinator to prepare documentation for re-accreditation process and site visit to ensure continued accreditation status through the Public Health Accreditation Board (PHAB).
· Active participation in and collaboration with the agency’s Management Team.
· Assists in writing and/or maintaining several core agency documents, including but not limited to the agency’s Strategic Plan and Annual Report.
· As an employee of HCPH, this position will also be responsible for actively participating in other agency initiatives and other duties as assigned.
