Description

Orbach Affordable Management is seeking a Community Property Manager to join our OAHS Kephart LLC team in Lock Haven, PA. This position is responsible for overseeing daily operations and ensuring compliance for a 101-unit HUD affordable housing community.
We are looking for a highly organized, detail-oriented professional who thrives in a fast-paced, deadline-driven environment. The ideal candidate will bring strong data entry, communication, and interpersonal skills—especially in working with diverse resident populations, including individuals with language barriers.
A deep commitment to equitable housing access and inclusive property management practices is essential, along with strong analytical and problem-solving capabilities.

QUALIFICATIONS

  • Knowledge of Project-Based Section 8 and voucher-based affordable housing programs.
  • Strong written and verbal communication skills with a focus on clarity and inclusivity.
  • High attention to detail and accuracy.
  • Proven ability to manage multiple priorities and meet tight deadlines.
  • Positive, team-oriented attitude and the ability to collaborate effectively.
  • Reliable transportation to and from the property.
  • Preferred certifications: COS (Certified Occupancy Specialist), Tax Credit Certification, or Blended Occupancy Specialist.
  • Proficiency with OneSite/RealPage, Microsoft Word, and Excel preferred.

Responsibilities
  • Manage day-to-day operations and compliance for a 101-unit Section 8 HUD community.
  • Lead and assist with all aspects of initial, annual, and interim recertifications, including retroactive rent calculations.
  • Ensure full compliance with HUD guidelines and the 4350.3 Handbook, including proper asset calculations.
  • Calculate rents for recertifications and determine timing for EIV (Enterprise Income Verification) reports in line with company policies.
  • Identify income discrepancies and work with residents to develop customized repayment agreements.
  • Review applicant files to ensure eligibility and adherence to Section 8 program requirements, maintaining fairness and equity throughout.
