Job Title: Community Resource Officer- Administrative Services Division FLSA: Non-Exempt/ Hourly Work Location: 120 Richard Davis Drive/ Richmond Hill, GA / 31324 USA Pay Grade: 19 Certified Hiring Range: $30.31/ hour to $33.54/ hour (Est. Annual $70,925.97 to $78,484.74, based on 42 hrs per week plus 13 paid holidays) JOB SUMMARY Under administrative direction, performs professional and administrative work in planning, coordinating and performing public affairs/ education duties pertaining to the Police Department. Prepares and disseminates informational materials to the public and news media pertaining to the Police Department. Provides assistance to various City Departments in preparation of internal and external publications relating to the department’s services, activities and functions. Serves as a liaison to various service clubs and provides police coordination to community programs. Performs other related work as required. This position assists with the management of the department’s administrative functions. MAJOR DUTIES * Performs functions as the department’s Public Information Officer (PIO). Communicates and coordinates with media outlets to disseminate information related to the department’s operations. * Maintains the department’s social media accounts including updates, dissemination of information to the public and responding to questions and comments to citizens. * Plans, coordinates and represents the department during planned events including, but not limited to: Public Safety Day and other community events/ meetings as needed. * Supervises, directs and evaluates assigned staff; handles employee concerns and problems; directs work; counsels and disciplines staff in accordance with departmental and city policies; completes employee performance appraisals; trains staff. * Assists in the development of short and long-range plans for the department. * Acts as the department’s certification manager and maintains state certification standards. * Assists with recruiting and hiring of department personnel. * Assists the Administrative Services Division Commander as needed. * Performs related duties. MINIMUM QUALIFICATIONS * Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education. * Must hold the rank of Sergeant or First Sergeant. * Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/ department in order to direct and coordinate work within the division/department. * Knowledge and experience of the operational capabilities and equipment of all divisions and subunits of the department and personnel usually interpreted to require five to seven years of related experience. * Ability to work non-standard hours/days as required. * Possession of a valid driver’s license issued by the State of Georgia for the type of vehicle or equipment operated. * Ability to meet current requirements set forth by the Peace Officer Standards and Training Council for the State of Georgia. KNOWLEDGE REQUIRED BY THE POSITION * Knowledge of management and supervisory principles and practices. * Skill in public speaking and public relations. * Knowledge of city geography and road systems. * Knowledge of local, state and federal laws. * Knowledge of departmental policies and procedures. * Skill in the safe operation of a motor vehicle while monitoring areas for suspicious and/or criminal activity and during emergency situations. * Skill in oral and written communication. * Skill in the use of firearms and restraint equipment. * Skill in operating emergency vehicles. * Skill in the use of radio/communications equipment. * Skill in operating a computer and various computer software programs. * Skill in planning, organization, and decision making. SUPERVISORY CONTROLS The Administrative Services Division Commander assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the final results. May exercise general supervision over technical and administrative support staff, as assigned. GUIDELINES Guidelines include department general orders, rules and regulations; department standard operating procedures; city ordinances and policies; and federal, state and local laws as well as directives from Administrative Services DIvision Commander and the Chief of Police. These guidelines require judgment, selection, and interpretation in application. COMPLEXITY/SCOPE OF WORK * The work consists of varied supervisory and public duties. The need to respond to emergency, dangerous and unforeseen circumstances contributes to the complexity of the position. * The purpose of this position is to manage the department’s public image and provide supervisory and administrative support within the Administrative Services Division. Successful performance contributes to the efficiency and effectiveness of department operations. CONTACTS * Contacts are typically with co-workers, representatives of other departments, representatives of federal, state, and local law enforcement and judicial agencies, court personnel, attorneys, business and civic leaders, suspects, witnesses, students, reporters (television, print and electronic media) and members of the general public. . * Contacts are typically to give or exchange information, resolve problems, and provide services. PHYSICAL DEMANDS/ WORK ENVIRONMENT * The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, walking, bending, crouching, or stooping. The employee occasionally lifts light and heavy objects, uses tools or equipment requiring a high degree of dexterity, utilizes the sense of smell and distinguishes between shades of color. * The work is typically performed in an office or outdoors, occasionally in cold or inclement weather. Work requires the use of specialized law enforcement equipment. SUPERVISORY AND MANAGEMENT RESPONSIBILITY The position has direct supervision over Municipal Court Clerk (1), Records Technician/Receptionist (3), Terminal Agency Coordinator(1), Administrative Coordinator (1).
