Job Details Job Location: Fayetteville, TN 37334 Position Type: Full Time Education Level: 4 Year Degree Salary Range: $66,000.00 - $75,000.00 Salary INTRODUCTION: The Community Services Director reports directly to the Executive Director and is responsible for the strategic leadership, administration, and oversight of assigned Community Services programs. This position provides high-level planning, budget development, and programmatic recommendations to ensure effective, compliant, and efficient service delivery. Specific program oversight includes, but is not limited to: • Community Services Block Grant (CSBG) • Low Income Home Energy Assistance Program (LIHEAP) • Weatherization Assistance Program (WAP) • LIHEAP Weatherization (LIHEAP Wx) • Multifamily Weatherization Program The Community Services Director ensures all programs operate in full compliance with federal, state, and grantor regulations, agency policies, and best practice standards, while advancing SCHRA’s mission and strengthening community impact. QUALIFICATIONS: • Bachelor’s degree in social services, public administration, or a related field, or equivalent combination of education and experience (Required) • Three to five years of progressively responsible management experience in social services or related field (Required) • Valid driver’s license and proof of automobile liability insurance • Satisfactory background check WORKING CONDITIONS/PHYSICAL REQUIREMENTS: • Flexible working hours; normal hours are 8:00 a.m. – 4:30 p.m., with occasional evening and weekend work required • Primarily office-based with normal sitting, standing, and movement; may require bending, stooping, climbing, and lifting up to approximately 30 pounds • Occasional exposure to tobacco smoke, dirt, dust, and odors in client or field environments • Regular travel within SCHRA’s thirteen-county service area for meetings, site visits, and program activities • Occasional travel outside the service area for training and conferences, including overnight travel as needed ESSENTIAL FUNCTIONS OF THE JOB: The Community Services Director is responsible for the following, in addition to other duties as assigned: • Exercises discretion and independent judgment on matters of significance in accordance with agency policies and strategic direction • Works closely with the Executive Director in the development, implementation, and evaluation of agency and program objectives • Plans, organizes, directs, and evaluates assigned programs to ensure compliance with all federal, state, and local regulations and funding requirements • Leads the development, submission, and management of annual grant applications and funding renewals • Establishes and maintains strong relationships with community partners, stakeholders, and funders to expand services and strengthen agency capacity • Supervises, trains, evaluates, and supports assigned program staff, fostering accountability, professional growth, and high performance • Participates in the recruitment, selection, onboarding, performance evaluation, and corrective action processes for assigned staff and provides recommendations to the Executive Director regarding hiring, promotion, discipline, and termination • Plans, coordinates, and monitors multiple program budgets and expenditures totaling in excess of one million dollars • Oversees the preparation and submission of required monthly, quarterly, and annual program reports • Utilizes grantor-assigned software systems for grant applications, client tracking, reporting, and regulatory compliance (including SmartSimple, THO, and other required systems) • Collects, analyzes, and evaluates program data to monitor performance, outcomes, and continuous improvement • Participates in agency strategic planning and contributes to the development of program goals and performance measures • Reviews and approves staff time and attendance records in accordance with agency policies • Ensures all assigned staff receive required training related to agency policies, program regulations, and professional development • Approves and processes program expenses necessary for daily operations in compliance with fiscal policies and grant requirements • Represents the agency at conferences, meetings, seminars, workshops, and required training events, including those hosted by the Department of Human Services, Tennessee Housing Development Agency, and other partners • Maintains accurate and complete records, correspondence, and documentation in compliance with grantor and regulatory requirements • Demonstrates professionalism, ethical conduct, and adherence to all SCHRA personnel policies and procedures REQUIRED KNOWLEDGE AND ABILITIES: • Strong organizational, leadership, interpersonal, and decision-making skills • Ability to plan, prioritize, and manage multiple programs, deadlines, and competing demands • Ability to deliver presentations and facilitate training in group settings • Ability to accurately handle detailed, confidential, and complex information • Ability to interpret, implement, and contribute to the development of agency policies and procedures to ensure program compliance and operational effectiveness • Ability to prepare, maintain, and organize program files and documentation in an accessible and audit-ready manner • Proficiency in Microsoft Office and database management systems; ability to learn and utilize grantor and agency software platforms • Ability to work independently and collaboratively in a fast-paced, mission-driven environment The foregoing statements describe the general purpose and responsibilities assigned to this job and are not an exhaustive list of all responsibilities, duties, and skills that may be required.
