POSITION OVERVIEW
The Division of Family & Community Services is seeking to hire a dynamic administrator and independent and critical thinker who is organized, detail-oriented, and a conscientious learner with the ability to communicate vertically and horizontally to manage and oversee the Fiscal and Administrative Review team in the Bureau of Community Support Services for the Department of Human Services. The Administrator will lead a team of professionals ensuring fiscal and administrative reviews are completed, per federal and state rules and policies, and are accurately and timely for targeted high-risk grantees assigned, on a routine and/or ad hoc basis. The Division’s mission is to assist Illinois residents by connecting them with public assistance programs and services. Through its programs, services, and prevention efforts, the Division improves the health and well-being of individuals and promotes self-sufficiency and integrity of families of Illinois.
MINIMUM QUALIFICATIONS
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with coursework in business or public administration.
- Requires four (4) years of progressively responsible administrative experience in grant making and CFR policies and procedures, as well as administering and evaluating public programs designed to ensure integration and coordination of services for a public or business organization.
PREFERRED QUALIFICATIONS
- Four (4) years of professional work experience with and thorough knowledge of grantmaking (e.g., pre-award and award requirements and budget development, analysis, and implementation), contract (e.g., development/amendment and identification of deliverables), allocation and tracking of federal/state funds, and payment processes in adherence to GATA/2 CFR 200 policies and procedures and/or other similar mandates for a public or private organization.
- Four (4) years of professional experience developing, interpreting, and ensuring implementation of state and/or federal statutes, policies, and procedures for a public or private organization.
- Four (4) years of professional experience directing, planning, and implementing successful onsite and/or remote monitoring activities of funded grantees for a public or private business organization.
- Four (4) years of professional experience developing and providing training and technical assistance strategies for staff use relative to grantee’s performance outcomes.
- Three (3) years of professional experience developing and providing training to grantees on fiscal and administrative rules, policies and best practices.
- Three (3) years of professional experience directing, planning, and overseeing the development and implementation of notices of violations and corresponding corrective action plans regarding the monitoring reviews and grant funds recovery activities of funded grantees for public or private business organization in accordance with state and federal regulations, policies, and/or procedures.
- Three (3) years of professional experience communicating, orally and in writing, with small and large internal and external stakeholder audiences to ensure detailed and critical analysis of work performed.
- Three (3) years of professional supervisory experience managing personnel, assigning work, providing guidance to subordinates, recommending and/or implementing counseling and/or discipline activities following collective bargaining agreements, training staff, and approving time off.
- Two (2) years of professional experience performing continuous quality improvement and/or assurance analysis, assessments, and monitoring of grantee activities for a public or private business organization.
- Two (2) years of professional experience working with and communicating with private and public entities and recommending and ensuring promising practices and strategies to promote equity, social and racial justice, inclusion, and diversity.
CONDITIONS OF EMPLOYEMENT
- Requires ability to travel in the performance of duties, with overnight stays as appropriate.
- Requires advanced proficiency in Microsoft Office Suite.
- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
- Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered nonState employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such nonState employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
