JOB SUMMARY

The Compensation Specialist is responsible for analyzing, developing, and administering compensation programs that align with federal contracting requirements, ensuring compliance with applicable laws, regulations, and agency guidelines. This role involves conducting salary benchmarking, reviewing job classifications, supporting proposal pricing, and advising on pay-related matters.

ESSENTIAL JOB FUNCTIONS

  • Conducts job evaluations, salary analyses and benchmarking to ensure competitive and equitable compensation structures.
  • Gathers data from market-based compensation surveys; uses spreadsheet and data analysis techniques to assess results and market trends.
  • Develops and maintains compensation plans that align with the Federal Acquisition Regulation (FAR), Service Contract Act (SCA), and other government regulations.
  • Ensures job descriptions and position titles are consistent with job level and exemption status.
  • Reviews and updates job classifications to ensure compliance with labor laws and federal contract requirements.
  • Assists in proposal development by providing salary and benefits cost analysis for bid submissions.
  • Develops and supports the review process, evaluates and recommends salary increases and other compensation adjustments, and administers pay adjustments, promotions, and merit increases based on performance and contract stipulations.
  • Collaborates with management to develop competitive compensation offers for new hires.
  • Collaborates with HR and management to address compensation-related inquiries and policy interpretations.
  • Ensures compliance with wage determination requirements under the SCA and other applicable wage laws.
  • Conducts internal audits and assist in responding to government audits related to compensation practices.
  • Generates compensation reports and provides data-driven recommendations to management including compensation data insights.
  • Researches and recommends methods to control compensation costs.
  • Advises management on applicable federal, state, and local regulations (e.g., OFFCP requirements, FLSA, ERISA, pay equity laws).
  • Participates in and advises on employee recognition and total reward programs.
  • Maintains and updates compensation data and records, ensuring accuracy and confidentiality.

QUALIFICATIONS, EDUCATION, AND EXPERIENCE

  • Bachelor’s degree in Human Resources, Business Administration, Finance, or a related field.
  • Must be able to successfully pass a comprehensive background check and obtain and maintain a government-required security clearance, if needed.
  • 3-5 years of compensation experience, preferably within a federal contracting environment.
  • Knowledge of federal regulations, including the SCA, Davis-Bacon Act, and FAR guidelines.
  • Experience with compensation analysis tools and HRIS systems.
  • Strong analytical skills and attention to detail.
  • Ability to handle sensitive information with confidentiality and professionalism.
  • Ability to interpret and apply labor laws and regulations to compensation programs.
  • Excellent communication and problem-solving skills.
  • Certified Compensation Professional (CCP) or related certification.
  • Experience supporting federal contract pricing and proposal development.
  • Familiarity with eCompensation tools and government wage databases.
