Performs highly complex (senior-level) compliance analysis involving examining, evaluating, and monitoring records, programs, policies, documents, and/or agreements to ensure conformity with DIR’s compliance culture. Work involves developing, documenting, implementing, and tracking the agency’s standard operating procedures, policies, and training programs in compliance with all applicable state, federal, and agency related requirements. Responsible for identifying, leading, and implementing a wide variety of agencywide continuous improvement initiatives to enhance effectiveness and compliance. Serves as a monitor for all agency policies providing regular updates to executive management. Conducts reviews, and analysis internal reviews. Works under the limited supervision of DIR’s Chief Compliance and Risk Officer with considerable latitude for the use of initiative and independent judgment.Position Summary
- Participates in agency projects focused on the improvement of existing standard operating procedures, policies, and training programs that will develop an agency culture of learning, compliance, and continuous improvement; ensures that DIR complies with applicable statutory, state, federal, and agency related requirements.
- Performs compliance reviews that are primarily highly complex in nature or large in scale and/or oversees others who perform compliance reviews, including coordinating assignments and monitoring activities.
- Compiles, reviews, and analyzes data, records, and policies to verify compliance practices and reports; Conducts regular reviews of compliance frameworks and issues to identify process improvements or document best practices.
- Identifies issues and resolves escalations regarding compliance with regulations or standards that require follow-up; Maintains and assesses the documentation of compliance activities.
- Provides oversight of DIR’s document repository and the policies, procedures, etc., residing in the system; Leads the agency’s Knowledge Management Team (KMT) to streamline, facilitate, and coordinate the documentation process to reflect current internal business processes and maximize effectiveness.
- Advises management, business partners, and other stakeholders regarding the impact of emerging industry trends in compliance enforcement, legislation, and regulations; Fosters an open and collaborative environment that invites discussion about the compliance process and its value, builds consensus, and enlists cooperation without direct control or authority.
- Maintains strict confidentiality of sensitive material (compliance and risk management data).
- Performs other work-related duties as assigned.
Qualifications
Education
- Graduation from an accredited four-year college or university.
- Two years of college course work plus an additional two years of senior-level experience may substitute for a degree.
Experience and Training Required
- Minimum of five (5) years of experience drafting business communications, policies, and Standard Operating Procedures (SOP).
- Minimum of five (5) years of experience providing compliance, risk, or regulatory support to division/departmental staff.
- Minimum of five (5) years of experience communicating and working collaboratively with all levels staff and management.
- Minimum of three (3) years of experience analyzing processes and gathering requirements; includes creating “as is” and “to be” process maps.
Experience and Training Preferred
- Experience with translating legislative statutes into policies.
- Experience working in a technology environment.
Knowledge, Skills, and Abilities
- Working knowledge in technology planning and general technology terms and trends.
- Knowledge of the relevant federal and state rules and regulations, contract monitoring and statistical concepts, methods, and models.
