SUMMARY/OBJECTIVE: The Compliance Analyst serves as a subject matter expert in regulatory, drug and alcohol testing compliance, background screening, and customer access qualification for USA DeBusk and its subsidiaries (Nitro‑Lift, Farr Front, DeBusk Services Canada). This position owns key compliance programs, conducts internal audits, manages high‑risk regulatory workflows, and develops data-driven reporting used by HR leadership, operations, and safety. This role requires strong analytical capability, including advanced Excel proficiency, multi‑platform data extraction, and the ability to identify compliance gaps and recommend corrective actions. Unlike transactional HR roles, this position focuses on program management, analysis, and continuous improvement across compliance operations.   RESPONSIBILITIES: Regulatory Compliance & Program Management * Manage corporate Drug & Alcohol programs (DOT and non‑DOT), including random selections, follow‑ups, reasonable suspicion, post‑accident, FMCSA/PHMSA testing, pre‑access, and pre‑employment screening. * Oversee random selection programs (DDCHA, DCCHT, FMSCA, DCCOF). * Administer FCRA‑compliant background checks, including evaluation of adverse information and determining site access considerations. * Conduct internal audits for FMCSA, PHMSA, Drug & Alcohol, background screening, and FCRA compliance. * Maintain compliance with customer‑specific requirements through TPA platforms (DISA, ASAP/OSCA). * Develop, revise, and implement Standard Operating Procedures and work instructions for compliance processes. ANALYTICS, REPORTING & SYSTEMS MANAGEMENT: * Pull, consolidate, and analyze data from multiple platforms: DISA, NASAP/OSCA, ADP, TPA systems, and EHS Insight. * Build compliance reports, dashboards, metrics, and audit findings summaries for leadership and field operations. * Perform advanced Excel functions including VLOOKUP, pivot tables, data validation, and trend analysis. * Run system reports for various regulatory and internal auditing purposes. OPERATIONAL & DOT SUPPORT: * Support the DOT Manager by managing MVRs, updating driving status in ADP, maintaining DQ files, and entering MVR dates in EHS Insight. * Run periodic background rechecks in HASC and maintain records in EHS Insight. * Assist Operations in maintaining compliance with all customer credentialing requirements. TRAINING & COMPLIANCE EDUCATION: * Prepare and deliver compliance-related training (e.g., Reasonable Suspicion, FMCSA/PHMSA updates). * Provide compliance metrics and guidance to regional and branch managers. Qualifications QUALIFICATIONS: * Bachelor’s degree in business administration, Human Resources, or related field preferred. * 3–5 years of compliance or regulatory compliance experience within industrial services, oil & gas, or similar environments. * Required: * Proficiency managing corporate Drug & Alcohol programs * DISA platform experience * Understanding of FCRA practices * Ability to compile data from multiple platforms * Advanced Microsoft Excel skills (VLOOKUP, pivot tables, etc.) * Preferred: * NASAP/OSCA experience (TPA platforms) * ADP Workforce Now * Strong time management, communication, and independent problem‑solving skills. * Ability to meet daily, weekly, and audit‑driven deadlines. PHYSICAL REQUIREMENTS: * Prolonged periods sitting at a desk and working on a computer. * Must be able to lift up to 15 pounds at times.
