Role Overview
The Compliance and Reporting Manager for Colorado plays a critical role in ensuring that the organization meets all regulatory and statutory obligations under the Colorado Extended Producer Responsibility (EPR) program. Reporting directly to the Executive Director, this position is responsible for overseeing the development, accuracy, and timely submission of all compliance-related reports and documentation.
The Compliance and Reporting Manager will act as a liaison with state regulators and represent the organization at state EPR Advisory Board meetings, while also supporting the development of relevant guidance materials and ensuring alignment with other state EPR programs.

Key Responsibilities

  • Regulatory Compliance & Reporting
  • Ensure the organization meets all compliance obligations under Colorado’s EPR legislation.
  • Prepare accurate and timely reports, including the annual report, to relevant state agencies.
  • Monitor regulatory changes and advise the Executive Director on implications and required actions.
  • Regulatory Engagement
  • Represent the organization at Colorado EPR Advisory Board meetings and other relevant forums.
  • Serve as a point of contact for state regulators and other compliance-related stakeholders.
  • Work to ensure CAA Colorado is informed on any legislative initiatives related to the delivery of the program plan.
  • Help to prepare submissions related to proposed regulatory changes.
  • Assist CAA Colorado in responding to regulatory and compliance related issues at internal and external meeting.
  • Program Alignment & Guidance
  • Support the state and national team in the development of guidance materials to ensure clarity and consistency that align with Colorado rules and regulations.
  • Collaborate with CAA counterparts in other states and CAA national to align Colorado’s EPR program with national best practices and standards.
  • Internal Coordination
  • Work closely with internal teams to gather data and insights necessary for compliance reporting.
  • Provide information and support to staff on State compliance requirements and processes.
  • Strategic Input
  • Contribute to the strategic planning and continuous improvement of the compliance function.
  • Identify opportunities to streamline reporting and enhance transparency across the organization.
  • Provide strategic input into regulatory issues including rulemaking.
  • Other duties as assigned.

Qualifications

  • Bachelor’s degree in Environmental Policy, Public Administration, Law, Sustainability, or a related field (Master’s degree preferred).
  • Minimum of 5 years of experience in regulatory compliance, environmental policy, or program management—preferably within the recycling, waste management, or nonprofit sectors.
  • Must possess or be able to obtain a valid Drivers License with clean driving history.
  • Strong understanding of Extended Producer Responsibility (EPR) frameworks and Colorado-specific environmental regulations.
  • Experience working with government agencies, regulatory bodies, and advisory boards.
  • Proven track record of preparing and submitting complex reports and documentation.

Physical Requirements

  • Includes some travel within Colorado
  • Must reside in Colorado

Compensation & Other Information

  • Location: Initially Fully Remote within Colorado
  • Pay Rate: Based on a variety of factors in accordance with applicable law including the successful candidates relevant experience, skills, knowledge and work location.
  • Reports To: Colorado Executive Director
