JOB SUMMARY

We are seeking an experienced Compliance Manager & Small Business Liaison Officer (SBLO) to oversee our company’s approved purchasing system and small business program in support of U.S. Government subcontracting activities. This position is responsible for ensuring compliance with FAR and DFARS prime contract flow-down requirements, maintaining adherence to public law, and supporting the company’s procurement integrity through policy enforcement, training, reporting, and metrics tracking.
The ideal candidate will have a minimum of 10 years of compliance experience in a government contracting environment, a bachelor’s degree in business or related field, and a proven track record of managing purchasing systems and small business programs.

EDUCATION, EXPERIENCE, LICENSES AND CERTIFICATIONS

  • Bachelor’s degree in Business Administration, Supply Chain Management, or related field.
  • Minimum 10 years of compliance experience in a government contracting environment.
  • In-depth knowledge of FAR, DFARS, government subcontracting, and small business program requirements.
  • Demonstrated ability to maintain an approved purchasing system and manage compliance audits.
  • Strong attention to detail and organizational skills.
  • Excellent communication, presentation, and interpersonal skills.
  • Proficiency with Microsoft Office Suite (Excel, Word, PowerPoint) and procurement systems.

SKILLS AND ABILITIES

  • U.S. Citizenship is required
  • Professional certifications such as Certified Professional Contracts Manager (CPCM), Certified Federal Contracts Manager (CFCM), or Certified Purchasing Professional (CPP), preferred.
  • Experience with the Electronic Subcontracting Reporting System (eSRS), preferred.
  • Experience with DCMA audits and CPSR preparation, preferred.

  • 10-20% travel for training, conferences or supplier meetings may be required.

Responsibilities

RESPONSIBILITIES AND TASKS

  • Purchasing System Compliance
  • Maintain and oversee the company’s Approved Purchasing System in accordance with FAR and DFARS requirements.
  • Review purchase orders and subcontracts for compliance with applicable laws, regulations, and prime contract flow-down clauses.
  • Conduct periodic internal audits of purchasing files and processes to ensure compliance readiness.
  • Develop, update, and enforce procurement policies and procedures to meet government contracting standards.
  • Coordinate with internal stakeholders to address compliance deficiencies and implement corrective actions.
  • Small Business Liaison Officer (SBLO) Duties
  • Administer and monitor the company’s Small Business Program to ensure compliance with Small Business Administration (SBA) requirements.
  • Prepare and submit timely Small Business Subcontracting Reports (ISR, SSR) and other required reports in eSRS.
  • Track and report small business subcontracting metrics to internal and external stakeholders.
  • Develop and deliver training to procurement and program personnel on small business goals, subcontracting plans, and compliance requirements.
  • Engage with small business vendors to promote subcontracting opportunities and ensure program objectives are met.

  • Provide regular compliance metrics and status updates to executive leadership.
  • Conduct compliance and small business program training sessions for employees involved in procurement and subcontract management
  • Maintain timely and accurate records for audits, reviews, and government reporting.
  • Regulatory Adherence
  • Ensure all purchasing and small business activities comply with FAR, DFARS, Public Law 95-507, and other applicable regulations.
  • Stay current with changes in federal acquisition regulations and communicate impacts to the organization.
