COMPLIANCE MANAGER – TEMPORARY

Hours: 37 hours per week (flexibility required due to occasional out-of-hours responsibilities)
Salary: £23.60 - £31.34 per hour
Location: Portsmouth and surrounding areas
An exciting opportunity to join our clients Housing, Neighbourhoods, and Building Services Directorate as a Compliance Manager in our newly established Compliance Service within Building Services. We’re looking for a passionate and experienced leader to ensure we meet our statutory compliance duties across a large and diverse property portfolio.

WHAT WE NEED FROM YOU:

  • A relevant property-related degree and Chartered Membership of RICS, CIBSE, CMIOSH, or similar (or equivalent experience)
  • Strong technical knowledge of compliance legislation and health & safety, with qualifications such as IOSH preferred
  • Experience in managing compliance data systems and using performance measures
  • Proven leadership in managing teams, service improvement, and delivering major compliance contracts
  • Excellent stakeholder communication and presentation skills
  • A full UK driving licence and access to a vehicle
Responsibilities
  • Lead the Compliance team ensuring adherence to statutory duties for nearly 17,000 HRA dwellings and 900 corporate assets
  • Oversee compliance activities including gas, asbestos, water safety, lift maintenance, M&E services, and health & safety
  • Develop and implement robust compliance policies and procedures
  • Manage and procure strategic service contracts and frameworks
  • Ensure accuracy and accessibility of compliance certification and documentation
  • Provide expert advice and support across services and maintain high standards of safety and service delivery
  • Manage a budget of approx. £10m, ensuring value for money
  • Act as Responsible/Deputy Responsible Person for water safety
  • Be part of the out-of-hours escalation rota
