JOB SUMMARY

We are seeking a Reinstatement Compliance Manager to ensure all reinstatement activities comply with statutory requirements, client policies, and the Specifications for the Reinstatement of Openings in Highways (SROH). This hybrid position combines remote work with regular on-site presence and requires the postholder to be based within a two-hour travel radius of London. The role oversees reinstatement works, ensures technical compliance, manages contractor resources, drives continuous improvement, and monitors the financial impact of supply chain activities.

QUALIFICATIONS & EXPERIENCE

  • Health and Safety Accreditation: Minimum requirement of an industry-recognised Health and Safety qualification suitable for a supervisory role. Preferred: IOSH Managing Safely certificate.
  • Street Works Registration: Valid NRSWA/HAUC supervisor-level (or above) accreditation on the street works register.
  • Experience: At least two (2) years of experience in a reinstatement or related role within the utility or construction sector.

SKILLS:

  • Strong knowledge of SROH requirements and relevant statutory regulations.
  • Experience in preparing and executing compliance audits and improvement plans.
  • Excellent organizational and planning abilities to manage resources and schedules effectively.
  • Familiarity with supply chain management, purchasing processes, and cost control.
  • Strong communication and interpersonal skills to work collaboratively with contractors, suppliers, and clients.
Responsibilities
  • Regulatory Compliance: Guarantee that all reinstatement works meet current SROH specifications and adhere to relevant statutory regulations and client policies.
  • Quality Improvement: Drive improvements in technical compliance across reinstatement projects, identifying areas for enhancement and implementing corrective actions.
  • Resource Management: Assess and ensure the availability of adequate resources (labour, equipment, materials) needed to meet contractual timelines and quality standards.
  • Competency Oversight: Verify that team members involved in reinstatement activities have the appropriate qualifications and competencies.
  • Inspection & Reporting: Conduct weekly inspections of ongoing and completed reinstatement works, delivering monthly reports on findings and trends to the client, including any non-compliance issues.
  • Joint Site Visits: Organize and participate in monthly joint site inspections with the client to review work quality and compliance.
  • Coring Program Management: Coordinate and manage the reinstatement coring program, ensuring that each monthly set of core samples meets or exceeds 80% compliance. If compliance falls below this threshold, develop an improvement plan in coordination with the client, at the contractor’s expense.
  • Order Booking & Supply Chain Finance: Oversee the booking-in of orders for materials, equipment, and subcontractor services. Monitor and manage the financial impact of the supply chain by tracking costs, analyzing variances, and ensuring orders and vendor invoices align with budgetary targets. Liaise with procurement and finance teams to implement cost-effective purchasing practices and mitigate financial risk.
