JOB REQUIREMENTS:

  • Develop, implement, and maintain an effective AML compliance program in accordance with Canadian regulations and the Proceeds of Crime (Money Laundering) and Terrorist Financing Act (PCMLTFA).
  • Ensure all AML policies, procedures, and controls are regularly updated to mitigate money laundering and terrorist financing risks.
  • Act as the primary point of contact for regulatory examinations, audits, and inquiries, ensuring timely and accurate responses to banking partners, financial intelligence units (FIUs), and regulatory bodies.
  • Manage licensing and regulatory reporting, ensuring compliance with all necessary registrations and filing requirements.
  • Conduct AML risk assessments, monitor transactions for suspicious activity, and implement risk-based approaches to client onboarding and due diligence (KYC).
  • Oversee transaction monitoring systems, ensuring effective tracking of fund flows and identifying potential risks.
  • Lead compliance investigations, monitoring, and reviews, including client screenings, periodic account reviews, and suspicious transaction reporting.
  • Provide training and guidance to employees on AML policies, procedures, and regulatory updates, fostering a strong compliance culture.
  • Ensure proper record-keeping and reporting of AML-related activities in compliance with regulatory standards.
  • Collaborate with internal departments (business units, senior management, accounting, and operations) to integrate AML compliance into overall business operations.
  • Participate in interdepartmental committees and industry engagements, building relationships with regulatory authorities, industry associations, and law enforcement agencies.
  • Address and remediate findings of non-compliance or weaknesses in AML and compliance programs.
  • Stay informed about emerging regulatory developments, assessing business impact, and implementing necessary updates to policies and procedures.

QUALIFICATIONS:

  • University degree and a proven track record of work experience in a large multi-regional and/or multi-national financial or payment service business or a regulatory agency.
  • Understanding of the North America region.
  • Significant experience in compliance, risk management, or financial crime prevention is essential. This usually means several years of working in roles directly related to AML, KYC (Know Your Customer), or within financial institutions
  • Strong project management skills, with the ability to coordinate global projects involving diverse participation.
  • Displays leadership skills and is a team player.
  • Strong analytical skills to identify root causes of AML compliance risk issues.
  • Excellent presentation skills, comfortable communicating with all levels of stakeholders both within and outside the business.
  • Leadership or managerial experience in compliance or risk management is preferrable.
  • CRCM (Certified Regulatory Compliance Manager) in preferred
  • Proficient in written and spoken English, Mandarin or Cantonese is an asset.
  • Immediate availability is preferable.

FINTRAC Requirements:

  • Appoint and serve as the designated compliance officer.
  • Develop, maintain, and apply written policies and procedures.
  • Conduct risk assessments related to money laundering and terrorist financing.
  • Regularly review and assess the effectiveness of the compliance program.

RPAA (Bank of Canada) Requirements:

  • Serve as the main point of contact with Bank of Canada.
  • Develop, maintain, and apply written policies and procedures in accordance with RPAA framework.
  • Conduct annual operational risk assessments and take actions to address gaps or vulnerabilities
  • Regularly review and assess the effectiveness of the compliance program.

Fintech / Payments Requirements:

  • AML Compliance and regulations. Monitor transactions for suspicious activity and report. KYC due diligence of verifying customer identities and assess risk profiles.
  • Transaction Monitoring by Implementing systems to track fund flows.
  • Regulatory compliance and risk assessment.
  • Licensing and reporting experience for necessary licenses

Job Types: Full-time, Permanent
Pay: $85,000.00-$98,000.00 per year
