Home Branch: Operation Center - Harrisburg, PA HYBRID POSITION ---------------------------------------- Position Title: Compliance Officer Department:  Compliance Supervisor's Title: VP of Compliance Classification:  Exempt                                                  Starting Salary Range: $68,210.96 - $85,263.70 Summary: Responsible for developing, implementing, and overseeing the institution’s enterprise‑wide Compliance Program and BSA/AML/OFAC Programs. This role ensures adherence to federal and state regulations, promotes a strong culture of compliance, and operates with full independence, autonomy, and objective judgment. Work closely with regulators, auditors, and business units while advising management on emerging regulatory risks.   Essential Functions: 1. Develop, implement, and maintain the enterprise-wide Compliance Management System (CMS). 2. Monitor, interpret, and communicate regulatory changes, ensuring timely updates to policies and procedures. 3. Conduct compliance risk assessments, control testing, and monitoring across business lines. 4. Lead compliance reviews for new products, services, vendors, and system changes. 5. Ensure consumer protection compliance, including ECOA, TILA, FCRA, UDAAP, Privacy, and other applicable regulations. 6. Develop, implement, and maintain the credit union’s official consumer complaint program. 7. Serve as the Compliance Resource on projects. 8. Provide independent compliance advice to leadership and ensure separation from business‑line influence. 9. Develop and administer compliance training programs across the credit union. 10. Train new employees at NEO on Compliance and BSA Regulations. 11. Serve independently as the institution’s BSA Officer in accordance with FinCEN requirements. 12. Develop, maintain, and enhance BSA/AML/OFAC policies, procedures, and risk assessments. 13. Oversee suspicious activity monitoring, case reviews, and investigations. 14. Make autonomous decisions related to SAR filings; ensure timely and accurate SAR/CTR submissions. 15. Oversee Customer Identification Program (CIP), Customer Due Diligence (CDD), and Enhanced Due Diligence (EDD). 16. Maintain an objective and unbiased investigative process free of organizational pressure or conflicts of interest. 17. Maintain strict confidentiality and objectivity in investigations and compliance decision‑making. 18. Uphold the highest ethical standards and ensure compliance obligations are prioritized. 19. Abide by Belco’s policies, procedures, and standards, and embody Belco’s mission, vision, and Belco life brand. 20. This role routlinely uses standard office equipment such as computers, phones, printers, and filing cabinets.    Physical Demands:  Ability to operate general office equipment such as printers, scanners, phones, and standard office equipment. Keyboarding or PC data entry capabilities required. Sitting, standing, bending, and hand dexterity required. Ambulation; able to move from one area to another throughout one-floor office layout. Stairs and elevator provided for movement from one floor to another and to enter and exit building.   Travel: This position requires frequent travel to all Belco branch locations.   Minimum Required Education and Experience: A two-year college degree or completion of a specialized course of study at a business or trade school and 5 years of similar or related experience, including time spent in preparatory roles. Preferred Education and Experience: A four-year college degree in a related field and more than five years of experience in a Compliace-related role at a financial institution.
