Description Summary: The Compliance Officer is responsible for the administration of a regulatory Compliance Management System (CMS) to achieve proactive compliance with applicable statutes, regulations, and guidance while providing guidance and vision in the Bank's execution of business plans promoting the Bank's goals of performance and growth. The Compliance Officer is responsible for monitoring, researching, studying, analyzing, implementation, and training staff and board of directors. Must be knowledgeable of key banking regulations and interpretations, bank laws and operations, risk assessment, and analysis. Must be able to work professionally with bank staff, bank examiners, and regulators. As a member of the bank management team, is expected to be a leader in promoting high morale, in exhibiting positive attitudes toward customers and with fellow employees, instilling a sense of team spirit, and supporting company initiatives. Essential Duties and Responsibilities include the following. Other duties may be assigned. Compliance Maintain and continuously improve upon a comprehensive compliance management system that identifies, assesses, monitors, and mitigates compliance risks. Establish and maintain compliance policies, procedures, and internal controls aligned with regulatory requirements and industry best practices. Monitor and interpret regulatory developments. Work with Chief Risk Officer to assess the impact on bank operations, products, and services and determine the Banks action to abide by new or revised laws. Ensure timely distribution of related materials and publications to designated personnel. Maintain current and ongoing extensive knowledge of the laws and regulatory guidelines. Assist with compliance risk assessments and ensure appropriate risk mitigation strategies are in place. Ensure compliance with consumer protection regulations including UDAAP, TILA, TISA, RESPA, ECOA, FCRA, Fair Lending, and other applicable consumer laws. Review and approve marketing materials, social media, and customer communications for regulatory compliance and privacy considerations. Reviews forms, notices, disclosures, and brochures for compliance with applicable regulations. Develops and oversees compliance monitoring including the pre-closing & post-closing quality control program. Oversee compliance with S.A.F.E. Act provisions, bank policies and procedures. Including managing MLO registration, renewals and updates. Assist the Chief Risk Officer with preparation and documentation for external compliance reviews and regulatory examinations. Serve as the backup to the Security Officer, as assigned Ensure compliance with all applicable reporting and recordkeeping requirements. Responds professionally to questions from staff and management. Develop strong working relationships with managers of the bank to fully understand the needs and functionality of each area. Assists with software administration for Business Process Manager (BPM), Integrated Teller, FCRM, Onboarding and online account opening. Serves as an active member of various committees, providing guidance and expertise related to regulatory compliance matters. Assumes responsibility for special projects, gathers data and prepares reports for management and other personnel. Foster a culture of compliance awareness, privacy protection, need for effective internal controls, and high ethical standards. Community Reinvestment Act (CRA) Serves as the Bank’s subject matter expert in Community Reinvestment (CRA) laws and regulations. Manage CRA compliance efforts throughout the Bank. Develop and implement robust CRA reporting tools. Prepare clear and concise semi-annual reports to the board on CRA activities. Work with the Chief Risk Officer on annual CRA Self-Assessment. Responsible for tracking all CRA reportable activities. Serve as the Chairperson of the CRA Committee. Training Oversees training for all staff on compliance related items. Coordinates updates and revisions to course materials as needed (manuals, handouts, outlines, techniques, videos, etc.) Works with the Managers to communicate/train on any changes affecting the bank. Conducts training as needed. Miscellaneous Adheres to all State and Federal Banking regulations Demonstrate compliance with all bank regulations and keep up to date on regulation changes Participate in civic activities to promote growth and development of the community and a positive image of the bank Prepare management reports as needed Supervisory Responsibilities Manages Bank Secrecy Act Officer. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. A.) from four-year college or university. At least three years of bank compliance experience and/or training. Language Skills Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from bank staff and outside examiners or auditors. Mathematical Skills Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, and percentages. Reasoning Ability Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Computer Skills To perform this job successfully, an individual should have knowledge of Microsoft Office Suite (Word, Excel, Outlook, Power Point) and database software. Knowledge of Vision, Vision Graphical, BPM, Integrated Teller, Encompass, and Fraud software would also be beneficial but is not required. Other Qualifications Must be able to travel to all bank locations using own transportation.
