Brief Job Description (essential functions of the job):
The Inspectional Services Department administers and enforces building, housing, health, sanitation, and safety regulations mandated by City and State governments.
Under the general supervision of the Commissioner of Inspectional Services, the Compliance Program Manager oversees, coordinates, and streamlines the Inspectional Services Department’s efforts to achieve compliance with Building, Sanitary, Zoning, Environmental Codes, and City of Boston Ordinance through noncriminal fines. Acts as lead consultant and coordinator on the issuance and collection of the Department’s non-criminal enforcement program.

Responsibilities:

• Oversee and coordinate the Inspectional Services Department’s policies regarding efforts to achieve compliance with Building, Sanitary, Zoning, Environmental Codes, and City of Boston Ordinance violations.
• Collaborate with the department and other city agencies to achieve compliance with Short-Term Rental, Rental Registration, Site Cleanliness, Foreclosure Registration and any other regulatory programs under the department’s purview.
• Work directly with the Legal Division on creating and implementing processes to issue fines and escalation notices that will complement the department’s enforcement protocols.
• Responsible for coordinating administrative hearings and hearing officers for non-criminal fines.
• Collaborate with the City Collector Treasurer on the collection of fines through the use of applicable regulations that aid the department with compliance and collection of outstanding fines.
• Responsible for regular reporting and updating the Commissioner and/or designee on program compliance.
• Responsible for writing memos and drafting policies and training materials related to compliance management.

• Perform other related duties as required.

Minimum Entrance Qualifications:

• Applicants must have a minimum of four (4) years of full-time, or equivalent part-time, professional or technical experience in the enforcement of codes, process improvement and program management.
• Considerable knowledge of The State Sanitary code, regulatory techniques, and principles and practices of training is preferred.
• Familiarity with Mass G.L. c. 40 s. 21D, and G.L. c 40U preferred.
• Ability to exercise good judgment and focus on detail as required by the job.
• Strong computer skills, including knowledge of Microsoft Word, Excel, and Google Suite, are strongly preferred.
• Proven organizational skills, as well as strong oral and written communication skills, are required.
• Ability to work independently under deadlines and with sensitivity to confidential matters.
• Ability to establish and maintain effective working relationships with employees and managers.
• Experience using process improvement or project management methodologies.
• Strong analytical, problem-solving, and communication skills (both oral and written), including mapping business needs to appropriate solutions.
• Experience planning and executing collaborative projects from start to finish under time and resource constraints.
• Strong interpersonal skills and the ability to successfully work independently and as part of a team, as well as cross-functionally with other teams or departments.
• Familiarity with data visualization and reporting to monitor progress or impact.
• Experience in the public sector (especially in local government) is highly desirable.
• Multilingual candidate is preferred.
