POSITION OVERVIEW

The mission of the Illinois Council on Developmental Disabilities (ICDD) is “We help lead change in Illinois so all people with developmental disabilities exercise their right to equal opportunity and freedom”. We are seeking to hire a Developmental Disabilities Compliance Program Specialist to help us achieve this mission by overseeing a portfolio of projects dedicated to individual and family advocacy and systems change. Additionally, the incumbent will be instrumental in assisting ICDD in implementing the goals and objectives within the 5-Year State Plan.

MINIMUM QUALIFICATIONS

  • Requires three years of experience related to developmental disabilities (DD).
  • Requires knowledge, skill and mental development equivalent to (4) four years of college.

PREFERRED QUALIFICATIONS

  • 2 years of experience monitoring grants or contracts to ensure deliverables, budgets, and timelines meet established requirements, including identifying and resolving discrepancies.
  • 2 years of experience related to developmental disabilities (DD), including knowledge of systems, policies, and services impacting individuals with DD and their families.
  • 2 years of experience interpreting and applying federal or state regulations to ensure compliance in program operations and reporting.
  • Bachelor’s degree or higher with coursework in Disability Studies, Human Services Administration, Public Policy, Rehabilitation Counseling, Social Work, Sociology, Special Education, or a related field.
  • Proficiency with Microsoft Word, Excel, PowerPoint, Outlook, or similar programs and data management systems for tracking program performance and compliance.
  • 2 years of experience in strategic planning, including contributing to the development, evaluation, and tracking of long-term organizational goals and objectives.
  • 2 years of experience synthesizing complex data and program information into written materials such as briefings, position papers, impact statements, or policy recommendations.
  • 2 years of experience developing and maintaining collaborative relationships with diverse stakeholders, including government agencies, service providers, and advocacy organizations.
  • 2 years of experience preparing, editing, and submitting federally mandated plans, performance reports, or similar regulatory documents in accordance with strict guidelines and timelines.
  • 2 years of experience conducting research and data analysis to inform policy, program design, and compliance reporting.

CONDITIONS OF EMPLOYMENT

  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.

Responsibilities
  • Leads the development and submission of federally mandated planning documents and reports required by the Administration on Community Living (ACL).
  • Leads the programmatic use of the Council’s grant management system to ensure accurate tracking, reporting, and documentation of all grant and Council activities.
  • Advises and monitors subgrantees to ensure they understand and comply with project requirements.
  • Serves as an ICDD Program Specialist and as a lead staff member for specific State Plan activities.
  • Represents the agency on internal and external work groups, committees and tasks forces and makes recommendations to supervisor or Director for Council action.
  • Conducts research and provides staff support to assigned Council standing committees.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
