EDUCATION

  • Bachelor’s degree strongly preferred, with major coursework in business or public administration, political science, or a related field.

KNOWLEDGE

  • Applicable federal, state, and local laws, regulatory codes, ordinances, and procedures relevant to assigned areas of responsibility including, but not limited to the DDS Conflict of Interest, the CPRA, and HIPAA.
  • Organization and management practices of public agencies.?

EXPERIENCE

  • Prior experience in managing and responding to requests for information under the CPRA.
  • Six (6) years of increasingly responsible professional administrative experience performing a variety of analytical functions, such as program or project management, fiscal analysis, and organizational development, preferably in a local government agency.
  • At least four (4) years of experience working with, and responding to, requests made under the California Public Records Act, as well as developing and complying with all related policies.
  • Two (2) years of experience using applicable and appropriate software and applications related to the management, tracking, and response of CPRA requests, such as CivicPlus, JustFOIA, etc.
  • Minimum years of experience qualifications may be waived depending on prior relevant experience.

KNOWLEDGE AND ABILITIES:

  • Experience developing, analyzing, delivering, and measuring classroom and online instructional training programs.
  • Sound case management experience working with a variety of clients across age-ranges.
  • Demonstrated increasing level of responsibilities during employment, including supervising others.
  • Ability to read, understand, and interpret legislation and regulations as they relate to the development, implementation, and evaluation of services for individuals with developmental disabilities.
  • Excellent written, verbal and interpersonal communication skills.
  • Advanced skills in using common office applications, including Word, Excel, and PowerPoint.

Responsibilities

ESSENTIAL FUNCTIONS:

  • Develop and standardize procedures and methods to improve and continuously monitor the effectiveness of assigned programs; identify opportunities for improvement.
  • Conduct a variety of complex analytical and operational studies regarding departmental and programmatic activities related to assigned programs; evaluate alternatives, make recommendations regarding organizational structure, budget development and administration, staffing, facilities, equipment, cost analysis, productivity, policy or procedure modifications; assist with the implementation of procedural, administrative, or operational changes after approval; prepare comprehensive technical records and reports.
  • Ensure compliance with federal, state, local, and funding agency requirements.
  • Manage public records requests effectively by using computer systems, software applications relevant to work performed, and modern business equipment.
  • Act as the main point of contact for public records requests received by the center.
  • Track and respond to all public records requests in compliance with the CPRA, and any other legal requirements or departmental policies and partner with technical staff to access records in electronic file formats.
  • Coordinate with various departments to gather and compile records responsive to requests; redact records and prepare appropriate redaction and exemption logs; manage voluminous requests with professionalism and timeliness and communicate effectively with requestors and collaborate with all necessary parties to coordinate timely and appropriate responses.
  • Train and supervise other staff in the CPRA, records management, and HIPAA best practices and effectively manage assigned staff members.
  • Actively participate in all management meetings, supervisor meetings, supervisor trainings, etc.
  • Train, supervise, evaluate and motivate personnel by cultivating a sound organizational climate.

Specifically, this role:

  • Leads and directs California Public Records Act (CPRA) compliance within NBRC.
  • Supervises and coordinates maintenance of NBRC’s official records.
  • Prepares, organizes, and presents reports, articles and related informational material.
  • Develops detailed policies and procedures related to CPRA, HIPAA, and other compliance regulations applicable to regional centers, including development, implementation, and maintaining policies and procedures related to records management.
  • Educates NBRC Board and employees on policy and procedures requirements under compliance regulations.
  • Provides oversight and coordination of all responses to CPRA requests.
  • Acts as NBRC’s HIPAA Compliance Officer, providing oversight and coordination of responses to all HIPAA violations
  • Works closely with the Information Technology Department to ensure NBRC’s document retention policies, as well as agency responses to inquiries, are compliant with all regulations
