Description The Senior Computer Systems Analyst provides high-level technical analysis, requirements development, system design support, documentation, and testing oversight for mission-critical Navy information systems supported by the Naval Sea Logistics Center (NAVSEALOGCEN). This role works closely with stakeholders, end users, developers, system engineers, and cyber personnel to evaluate operational needs, translate them into system requirements, support system modernization initiatives, and ensure that application and system implementations meet functional and cybersecurity standards. The Senior Analyst plays a key role throughout the software development lifecycle (SDLC), including requirements gathering, business process analysis, solution design, testing, deployment, and sustainment. Key Responsibilities Requirements & Business Analysis Lead the development, refinement, and validation of system requirements based on user input, mission needs, and existing system capabilities. Conduct business process analysis, evaluate alternative solutions, and recommend approaches that improve system functionality, efficiency, and supportability. Translate user needs into functional and technical specifications for developers, testers, and engineers. System Design & Technical Documentation Develop and maintain system design documents, requirements specifications, interface descriptions, data flow documentation, and other technical artifacts. Support preparation of engineering review materials such as Critical Design Reviews (CDRs) and technical briefings. Ensure documentation aligns with Navy configuration management standards. Testing & Quality Assurance Support all phases of testing, including unit testing, integration testing, regression testing, and user acceptance testing. Develop test plans, cases, and scripts ensuring system functionality meets requirements. Identify, track, and validate remediation of defects in collaboration with developers. Ensure system releases comply with Navy cybersecurity and functional requirements. Systems Implementation & Deployment Support Assist in planning and coordinating system implementation activities, version upgrades, patches, and deployments. Work with system administrators, database administrators, cybersecurity staff, and developers to ensure smooth transitions into production. Validate system performance and correct operation post-deployment. Cybersecurity & Compliance Serve as a member of the Cyber Workforce (CWF) IAT III, completing all required DoD cybersecurity training. Ensure system designs and documentation incorporate secure engineering practices and comply with DoD cybersecurity policies and STIG requirements. Coordinate with Information System Security Officers (ISSOs), developers, and system owners to support RMF-aligned system changes. Collaboration & Stakeholder Engagement Facilitate communication between users, technical teams, and leadership to ensure alignment on requirements and priorities. Participate in Agile ceremonies, sprint planning, backlog refinement, and review sessions. Provide expert recommendations for system improvements, modernization, and process efficiencies. Requirements Minimum Education & Experience Requirements Bachelor’s degree or higher in Computer Science, Information Systems, Information Technology, Software Engineering, or a closely related discipline. Minimum of seven (7) years of experience in an IT role performing: Development of system requirements based on user input Analysis of business requirements and assessment of system alternatives Development of technical and system documentation Testing of development and production software for correct functionality Implementation and deployment support for IT systems Security Clearance Requirements Must possess an Active Secret security clearance.
