Description
We are seeking an experienced COMSEC Custodian to perform roles of Information System Security Officer (ISSO) and administer communication security (COMSEC), and cryptological account responsibilities in accord with CNSS. The COMSEC Custodian works in the Operations Division, also supporting the SEIT Cybersecurity team and works closely with cross-functional teams to ensure mission success and alignment with strategic objectives. Program Overview: The Resilient Missile Warning and Missile Tracking (RMWT) Ground Management and Integration (GMI) program will support the management and integration of ground system capabilities for missile tracking satellites. This includes the development of a primary and backup MEO Satellite Operations Center (MSOC & BMSOC) and Ground Entry Points (GEPs) to facilitate the operations of missile tracking satellites. Key Responsibilities: Manage COMSEC Operations: Establish and maintain a COMSEC account, manage terrestrial encryption devices and keys across facilities, and oversee cryptographic key support functions, including storage, issuance, rekeying, and troubleshooting, in compliance with applicable CNSS and COMSEC guidelines. Incident Response and Mitigation: Respond to incidents or compromises of Keying Material, notify the COMSEC Custodian and government authorities, and implement corrective actions in compliance with CNSSI No. 4003. Key Management and Infrastructure Coordination: Coordinate with SV providers and BGIF on Key Management Infrastructure activities, including Over-the-Network-Keying for MEO assets, and maintain/update the Key and Certificate Management Plan per DI-MISC-81688A. Encryption Architecture and Planning: Design and implement GS encryption architecture, ensure secure transmission protections per NSA directives (CNSSI No. 1031), and deliver required plans, including a Transmission Security (TRANSEC) Plan, within established timelines. Secure Supply Chain Management: Enforce hardware integrity by utilizing the DMEA Trusted Supplier List for custom ASICs and conducting rigorous risk assessments for any FPGA or integrated circuit products sourced outside of trusted foundries. Required Skills and Qualifications: Active TS/SCI clearance. Experience in Space System, Ground Segment Operations Centers. Bachelors degree and minimum of 2 years of experience with COMSEC account management. In-depth knowledge and hands-on experience executing Crypto Key Management. Strong understanding of regulatory requirements and standards, including CNSSI. Ability to work independently and as part of a team. Excellent communication, and interpersonal skills. Preferred Qualifications: Bachelor's degree in Cyber Security, Computer Science, Information Technology, or a related field. Experience working with government and defense agencies. Experience with incident response and threat management.
Responsibilities
